In Hanoi’s Grand Opera House, where the first session of the National Assembly of the Democratic Republic of Vietnam was held, the Vietnamese National Assembly Chair, Mr. Tran Thanh Man, warmly welcomed Russian President Vladimir Putin and his high-ranking delegation on a state visit to Vietnam.
On behalf of the Vietnamese National Assembly, Mr. Man emphasized the great importance that the Vietnamese leadership, state, and people attach to the Russian President’s visit.
The National Assembly Chair congratulated Russia on the successful presidential election of 2024, which saw Mr. Putin re-elected with a high level of trust. He also congratulated Russia on its comprehensive and remarkable achievements under President Putin’s leadership.
Mr. Man affirmed that Vietnam has always treasured its traditional friendship and comprehensive strategic partnership with Russia and is grateful for the sincere support and assistance that the Russian people and the former Soviet Union have provided to Vietnam over the years.
Vietnam considers its relationship with Russia to be of strategic importance, and Russia is a top priority in Vietnam’s foreign policy. Vietnam aims to enhance cooperation with Russia in all fields for the benefit of both nations and to contribute to peace, stability, and development in the region and the world.
Regarding inter-parliamentary cooperation, Mr. Man affirmed that it has been one of the important pillars in the friendly cooperation between Vietnam and Russia and has been constantly consolidated and developed.
He shared with President Putin specific results of inter-parliamentary cooperation between the two countries, informing him that the Vietnamese National Assembly has signed cooperation agreements with the Russian Council and the State Duma. The two sides are working on re-signing these agreements this year, adding specific cooperation contents between the Groups of Vietnamese Parliamentarians and the Groups for Cooperation with the Vietnamese National Assembly in the Russian Council.
The National Assembly Chair also outlined some orientations and specific cooperation activities expected to be carried out by the legislative bodies of the two countries in the future, contributing positively to the Vietnam-Russia relationship.
At the meeting, Mr. Man sincerely thanked and highly appreciated President Putin’s valuable contributions to the development of the two countries’ relationship. He also expressed his hope that the Russian President would continue to support and promote relations between the legislative bodies of the two countries.
President Putin congratulated Mr. Tran Thanh Man on his recent election as the National Assembly Chair of Vietnam and expressed his hope that Mr. Man would continue to coordinate with the leadership of the State Duma and the Russian Council to promote cooperation between the two countries and their parliaments.
President Putin agreed with Mr. Man’s assessment of the bilateral relationship and the relationship between the legislative bodies of the two countries.
He emphasized the importance of inter-parliamentary and inter-party cooperation, stating that the relationship between the Communist Party of Vietnam and the United Russia party and between the Vietnamese National Assembly and the Russian Parliament is very good.
This provides a solid foundation for promoting the relationship between the two parliaments and creating a legal framework and legislative platform to strengthen the Vietnam-Russia relationship. President Putin hopes that the Vietnamese National Assembly will ratify and promote bilateral activities between the two countries.
President Putin affirmed that Russia prioritizes its relationship with ASEAN and believes that this cooperation will create a space for mutual development.
He looks forward to the official visit of National Assembly Chair Tran Thanh Man to Russia, as invited by the Chairman of the State Duma, Vyacheslav Volodin.
