During his official visit to South Korea, Prime Minister Pham Minh Chinh attended a luncheon discussion with Korean experts and scientists in the fields of semiconductors and artificial intelligence on July 1st in Seoul.
Initiating the discussion, Prime Minister Chinh emphasized that developing science, technology, and innovation is an objective requirement and a global trend. Along with promoting green, digital, circular, and sharing economies, Vietnam is determined to focus on industries that bring high value, especially emerging sectors like semiconductors and AI.
The Prime Minister sought insights and knowledge from the Korean experts and scientists to help Vietnam’s semiconductor and AI industries grow rapidly and sustainably.
The Korean participants highly regarded Vietnam’s strategy of relying on innovation, science, and technology, including the semiconductor and AI sectors. They shared that based on Korea’s experience, building a semiconductor industry requires substantial investment and a sufficiently long time frame.
Currently, older generations of semiconductor products have peaked, and there is a need to produce next-generation semiconductors. For Vietnam to develop its semiconductor and AI industries, significant investment, high-quality human resources, and immediate action with specific projects that are forward-thinking are crucial.

The Korean experts and scientists at the discussion expressed their willingness to cooperate with Vietnam in the semiconductor and AI fields with concrete projects, leveraging their experience, resources, infrastructure, and expertise.
After requesting his ministers to address and respond to the Korean scientists’ and experts’ suggestions, Prime Minister Chinh acknowledged and appreciated the heartfelt contributions of the participants.

Prime Minister Chinh requested the Korean experts and scientists to continue providing advice to help Vietnam develop competitive strategies and policies to attract investment and talent. He also emphasized the importance of developing infrastructure for the semiconductor and AI industries and related fields, as well as cooperating in training high-quality human resources and improving smart governance capabilities.
Additionally, the Prime Minister highlighted the need to mobilize various resources, including government funds, public-private partnerships, and concessional loans, to develop the semiconductor and AI industries. He also suggested that an AI application in healthcare for the people should be a priority for breakthrough.
During his visit to Korea, Prime Minister Pham Minh Chinh intends to propose the signing of an intergovernmental agreement on cooperation in semiconductor and artificial intelligence technology development with the Korean leadership.
