On July 3, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 586/QD-TTg approving the planning of Dong Nai province for the period of 2021-2030, with a vision towards 2050.
According to the approved planning scheme, the goal by 2030 is for Dong Nai to become a developed, civilized, and modern province, with a high growth rate and surpassing the high-income threshold in the top group of the country.
The economy is dynamic and a leader in aviation, high-tech industry, science and technology, and innovation. The economic and social infrastructure and urban systems are developed synchronously, modernly, intelligently, and sustainably, with a rich identity, characterized by the development of airport cities and international-standard eco-cities.
With specific objectives, in terms of economics, the province strives for an average growth rate of the provincial gross regional domestic product (GRDP) of about 10% per year during the period of 2021-2030, with a per capita GRDP of around USD 14,650 by 2030.
The economic structure (GRDP) by 2030 aims for a ratio of 59% for the industry-construction sector (with manufacturing accounting for 50%), 29% for the service sector, 6% for agriculture, forestry, and fisheries, and 6% for tax on products (excluding product subsidies).
The population target for 2030 is set at 4-4.2 million people, with an urbanization rate of about 70%. All communes and districts will achieve the advanced new rural criteria, with 3 districts completing the new rural model, and 50% of communes meeting the new rural model criteria.
Becoming a centrally-governed city
By 2050, Dong Nai aims to become a centrally-governed city, leading in the development of high-tech industries, with a synchronous, smart, and modern infrastructure system. It will be a center for international trade, tourism, and services associated with world-class urban areas, focusing on green and circular economics, and achieving net-zero emissions.
The planning also outlines key tasks for the province until 2050, including the important task of efficiently exploiting the Long Thanh International Airport and implementing the Bien Hoa dual-use airport project associated with the airport city model.
Completing the basic framework of a synchronous, modern, intelligent, and climate-resilient infrastructure is also a key task. This includes a focus on transportation, irrigation, urban, energy, digital, healthcare, educational, and social security infrastructure. Promoting urban development in line with public transport-oriented development (TOD) is another priority.
The province will construct green industrial parks and convert existing industrial parks in line with the roadmap for carbon emission reduction targets. It will also attract investment in modern, high value-added, environmentally friendly, and globally competitive industrial projects.
Dong Nai will establish a center for innovation, a concentrated information technology park, digital transformation projects, and specialized education and training complexes for the Southeast region.
The province will also implement high-class urban, tourism, and resort service projects, focusing on developing urban-tourism-service areas adjacent to Long Thanh Airport, the Chua Chan Mountain-Nuà Le Lake eco-tourism area, and a chain of urban areas along the Dong Nai River (prioritizing Bien Hoa City, Long Thanh, and Nhon Trach districts).

According to Deputy Minister of the Ministry of Planning and Investment, Tran Quoc Phuong, the planning for Dong Nai province in the period of 2021-2030 and vision to 2050 needs to establish an effective and highly connected spatial development model, in order to maximize the existing potential and advantages, and stimulate new growth drivers for the province, the Southeast region, and the entire country.
Undefined Project Capital for Long Thanh Airport Drainage
On February 4th, the Department of Agriculture and Rural Development of Dong Nai province announced that the funding source for the Long Thanh Airport drainage project has not yet been determined. As a result, the relevant authorities have not approved the investment proposal for the project.
