“Legislative Oversight: Scrutinizing the Real Estate Market and Social Housing in Dong Nai.”

Our team recently visited the Aqua City urban development project in Long Hung, Bien Hoa City. This project is facing significant challenges, particularly due to a lack of cohesion in planning across different levels. We aim to highlight these issues and provide insights into how they can be overcome, offering a fresh perspective on this ambitious endeavor.

On July 9, Working Delegation 3 of the National Assembly’s supervisory delegation on “The implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023” conducted a field survey and worked with the People’s Committee of Dong Nai province.

In the morning, the delegation surveyed the Aqua City Urban Area project (in Long Hung commune, Bien Hoa city, Dong Nai province) invested by Nova Real Estate Investment Group Joint Stock Company.

This project has been facing numerous difficulties and obstacles, especially the lack of synchronization in planning levels.

In the past time, central and local authorities have directed and implemented various solutions to remove obstacles for the real estate market.

In May 2024, the Ministry of Construction issued a document guiding the implementation of the dossier for adjusting the general planning of Bien Hoa city at a scale of 1/10,000 until 2030, with a vision towards 2050.

This is a prerequisite for completing the dossier and soon finalizing the approval procedure for the adjusted planning scheme of Bien Hoa city, as well as continuing the implementation of projects, including the Aqua City project.

In the afternoon, the delegation worked with the People’s Committee of Dong Nai Province.

According to the People’s Committee, from 2015 to 2023, Dong Nai approved the investment policy for nearly 140 commercial housing and urban area projects. Of these, 110 projects were approved from 2018 to 2020, and 5 projects from 2021 to 2023.

Despite the large number of approved projects, only 10 projects have been completed and put into use in Dong Nai so far.

Regarding social housing, the province provided nearly 3,500 apartments from 2015 to 2020. For the period of 2021-2025, Dong Nai aims to build 10,000 apartments. The locality has prepared more than 1,000 hectares of land for social housing development.

Dong Nai province believes that the development of the local real estate market is not truly sustainable. The structure of real estate products is unreasonable, with an excess of high-priced products and a lack of social housing and affordable homes.

In some projects, site clearance and land retrieval are slow, and investors have limited financial resources. The legal system governing the real estate market has some contents that do not meet practical needs and have not been supplemented or amended promptly.

Policies and laws on land and investment have undergone many changes that affect project implementation.

In recent years, the implementation of social housing projects has faced difficulties due to inconsistencies in the legal system. Policies on social housing incentives for enterprises are unstable, and tax and residence conditions make it difficult for beneficiaries to access the policy.

Some laws related to real estate and social housing have been recently passed but are not yet in effect.

At the working session, some members of the delegation asked questions related to real estate market management and requested clarification on the causes of violations in some projects.

One delegate stated that the number of houses built in Dong Nai in the past decade is still small, and the province needs to focus on removing obstacles and attracting investment in housing projects for low-income earners.

Mr. Bui Van Cuong, Secretary-General of the National Assembly and Head of Working Delegation 3, appreciated Dong Nai’s timely issuance of legal documents within its competence to create a legal basis for the development of the real estate and social housing market.

This is a top-level supervisory program of the National Assembly to listen to difficulties and obstacles, especially in institutions and related regulations. Based on this, the delegation will report and propose to the National Assembly to adjust, amend and supplement suitable regulations; and issue resolutions to implement policies on the real estate market…
