Unlocking the Potential: 25 Pivotal Resolutions for Economic and Social Development in Quang Ninh

With the unanimous approval of 100% of the attending delegates, the Provincial People’s Council has passed 25 resolutions. These resolutions encompass significant and necessary content, not only ensuring stability and innovative development for the province in 2024 but also for the entire 2021-2025 period. Some key areas include:

— Economic and social development tasks for the latter half of 2024, including investment policies for several public investment projects funded by the provincial budget.

— The expected public investment plan for 2025 and the approval of the proposal to rearrange administrative units at the district and communal levels in Quang Ninh province for the 2023-2025 period.

— The regulation on awarding the title of “Excellent Quang Ninh Citizen” and the task of planning the construction of the Bac Phong Sinh Border Gate Economic Zone until 2045.

— The issuance of the Provincial People’s Council’s regulation on state secret protection.

CONTINUING POWERFUL SOLUTIONS TO ACHIEVE GROWTH TARGETS

Mr. Cao Tuong Huy, Chairman of the Provincial People’s Committee, emphasized in his speech at the meeting that to achieve the highest completion of the 2024 plan, great efforts must be made from now until the end of the year. This includes building on the results achieved so far, continuing to implement the proposed solutions, and focusing on the economic and social development tasks for the latter half of 2024 discussed at this meeting.

Specifically, for the economic sectors, strong solutions will continue to be implemented to ensure the realization of the growth targets as outlined in the issued scenario and to strive for even higher achievements to compensate for areas that did not meet the scenario’s expectations. The province will continue to direct and urge the acceleration of the implementation of projects outside the budget and the disbursement of public investment capital. It will also create the most favorable conditions for enterprises to soon put some processing projects into production, thereby generating new added capacity.

The province will strengthen the attraction of enterprises to engage in import and export activities through the Hoanh Mo – Dong Trung border gate and the recently announced Bac Phong Sinh – Ly Hoa border crossing. Additionally, it will focus on developing new tourism products, expanding tourism spaces, and linking regions and intra-regions associated with the province’s key heritage and tourist destinations. Efforts will also be made to synchronously implement solutions to attract foreign direct investment (FDI) of the new generation into key economic zones and industrial parks, ensuring the completion of the FDI attraction target for 2024.

Along with these measures, the province will enhance the quality and effectiveness of managing and directing budget revenue and expenditure and the disbursement of public investment capital. It will also improve the effectiveness and efficiency of state management in all fields, especially in planning, land, resources, and the environment. Particular attention will be given to implementing Resolution No. 17 dated October 30, 2023, of the Provincial Party Committee on building and promoting the value of culture and the strength of Quang Ninh people to become an endogenous resource and a driving force for rapid and sustainable development, associated with the theme of the year 2024.

The province will focus on directing the construction and completion of the Code of Conduct and the provincial brand identity system. It will also instruct the proper, sufficient, and timely implementation of the central and provincial poverty reduction policies, along with the effective implementation of projects under the National Target Program for Sustainable Poverty Reduction, aiming to maintain the province’s status of having no poor households according to the multidimensional poverty standards of the Government. The province aims to achieve the target of having no poor households and reducing the number of near-poor households by 50% according to the provincial criteria.

To achieve these goals, it is necessary to continue promoting the spirit of solidarity, effort, and determination to take the highest initiative, overcome difficulties, be proactive, flexible, creative, and effective, and adapt to new situations. Enhancing discipline and administrative discipline in the performance of official duties is also crucial.

Stern handling will be implemented for cases of irresponsibility, pushing tasks to others, avoidance, perfunctory work, or failure to provide advice, proposals, or take responsibility. Specific tasks and responsibilities will be assigned to each agency, unit, and locality. The Provincial People’s Committee is determined to direct and administer the completion of the socio-economic targets and tasks for the latter half of 2024.

DETERMINATION TO ACHIEVE OVER 10% GRDP GROWTH FOR THE WHOLE YEAR

Speaking at the closing of the 19th session of the 14th-term Provincial People’s Council, Mr. Nguyen Xuan Ky, Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, emphasized that with the spirit of renewing the preparation from afar and early on, and organizing the meeting reasonably, after nearly 3 days of urgent, serious, and scientific working sessions, the meeting has successfully completed all the contents and programs as planned.

In the first half of 2024, Quang Ninh maintained a high and stable two-digit GRDP growth rate for the ninth consecutive year (2015-2023). In the first 6 months of 2024, the province’s economic growth rate (GRDP) is estimated at 9.02%, ranking among the top in the country, creating a momentum to achieve the target for the whole year.

“The achievements from the beginning of the 2020-2025 term up to now and the outstanding results in the first half of 2024 continue to affirm that Quang Ninh is still a bright spot and one of the leading provinces in the innovation and creativity movement of the Red River Delta region and a growth pole of the northern region,” affirmed Mr. Ky. He emphasized that from now until the end of 2024, along with opportunities and favorable conditions, there would be great difficulties and challenges, even fierce ones. Therefore, it is imperative to stay vigilant, avoid subjectivity and complacency, and maintain unity, discipline, and order, especially during difficult times.

To comprehensively accomplish the economic and social development goals of the province in 2024, achieving a GRDP growth rate of over 10% and total state budget revenue of no less than VND 55,600 billion, Mr. Ky requested to focus on leading and directing the preparation for party congresses at all levels towards the 14th Provincial Party Congress and the 16th Party Congress in accordance with the spirit of the Central Committee’s Directive No. 35-CT/TW dated June 14, 2024.

He requested that all levels, sectors, and localities closely monitor the situation, adapt flexibly, and focus on leadership and direction, especially improving the quality and effectiveness of the management and implementation, ensuring consistency, thoroughness, determination, timeliness, and practicality, associated with the responsibility of the head and the collective leadership.

Mr. Ky emphasized some key issues to implement the resolutions of the session, including the need to strongly promote the disbursement of public investment capital, especially for key projects in the 2020-2025 term, to maximize the efficiency of public investment to activate, lead and promote investment, and effectively attract and utilize resources from the private sector and foreign investment. This should be linked with the effective implementation of regional and provincial planning.

It is necessary to continue improving the efficiency of attracting domestic investment and foreign direct investment (FDI) selectively into economic zones and industrial parks, increasing the proportion of the processing industry, manufacturing industry, digital economy, green economy, circular economy, and night-time economy in GRDP. Emphasis should also be placed on implementing the three strategic breakthroughs, soon completing strategic traffic infrastructure projects to promote regional and intra-regional linkages, and focusing on removing difficulties and promoting administrative procedure reform to create a favorable environment and remove obstacles for people and businesses in production and business, thereby promoting sustainable economic growth.

Synchronous and effective implementation of solutions that closely combine rapid and sustainable economic development with the development of culture and people of Quang Ninh identity is also crucial. Attention should be given to developing the fields of healthcare, education, culture, and sports, fundamentally renewing and improving the quality of education and training, especially general education, and rapidly developing the force of scientists and intellectuals in the field of science and technology.
