On the afternoon of August 6, National Assembly Chairman Tran Thanh Man chaired a meeting to review the preparation work for the questioning and answering session at the 36th session of the National Assembly Standing Committee.

Questioning on 2 groups of sectors

The National Assembly Chairman said that before conducting the official questioning session, the leaders of the National Assembly and the Government must organize a review of the preparation work; preparing in advance, thoroughly, and early to ensure that the questioning and answering session meets the requirements and plans.

Recalling the questioning and answering session at the 7th session, which was considered very democratic in a constructive, frank, and straightforward manner, the National Assembly Chairman requested to continue promoting this spirit.

Accordingly, National Assembly deputies focus on asking concise questions within 1 minute on 1 issue, sticking to the content proposed by the National Assembly Standing Committee. Ministers and heads of sectors answer directly to the questions raised by the National Assembly deputies, focusing on the central issue.

Reporting at the meeting, Secretary General of the National Assembly and Chief of the National Assembly Office Bui Van Cuong said that up to now, the preparation work has basically been implemented according to the plan.

According to the program, at the 36th session, the National Assembly Standing Committee will spend 1.5 days on the activity of questioning and answering about the implementation of the resolutions of the National Assembly Standing Committee on specialized supervision and questioning from the beginning of the 15th term of the National Assembly to the end of 2023.

The questioning and answering session is expected to take place on August 21-22, focusing on 2 groups of sectors.

The first group of sectors includes: Agriculture and Rural Development; Industry and Trade; Natural Resources and Environment; Culture, Sports and Tourism with a duration of about 190 minutes.

The second group of sectors includes: Justice; Home Affairs; Security, Social Order and Safety; Inspection, Courts, and Procuracy, with a duration of about 250 minutes.

Avoid going into specific cases

Concluding the meeting, Mr. Tran Thanh Man emphasized that questioning and answering is always a supervisory activity that voters, people, National Assembly deputies, and the press are interested in and follow.

The National Assembly Chairman agreed with the direction of conducting the questioning session without dividing the answering time specifically for each minister and sector head to reduce pressure on the answerer and ensure close adherence to the reality of each question raised.

This improvement will be more “tiring” for the steering work but ensures flexibility and adaptability to the actual situation of each questioning session.

National Assembly deputies focus on questioning within the scope of the selected sectors, ensuring that they are focused, on-point, and within the time limit of no more than 1 minute, asking only one question. When questioning, deputies should avoid going into specific issues or cases.

Mr. Tran Thanh Man said that through the questioning and answering sessions, voters and people will evaluate the capacity of the Government members, ministers, and sector heads.

Therefore, ministers and sector heads need to draw on their experience from previous questioning and answering sessions, employing appropriate methods and approaches to provide answers that meet the expectations of the National Assembly deputies and voters.

In the morning of the same day, the Secretary-General of the National Assembly and Chief of the National Assembly Office, Bui Van Cuong, chaired a meeting between the leaders of the National Assembly Office and the leaders of the departments, bureaus, and units under the National Assembly Office.

The meeting aimed to assess some key tasks in July and proposed focal tasks for August of the National Assembly Office.

The Secretary-General of the National Assembly emphasized that the workload in August is very large, with high demands in terms of progress and quality. He requested that the departments, bureaus, and units continue to promote a sense of responsibility, focus, proactiveness, and close coordination to ensure the completion of assigned tasks according to the plan.

He instructed the departments, bureaus, and units to prepare in advance the content and program for the 8th session of the 15th National Assembly and other extraordinary sessions (if any).

In addition, they need to prepare for the organization of the 36th session and the law-themed session of the National Assembly Standing Committee, the conference of National Assembly deputies working full-time, meetings of the National Assembly Party Committee, and other meetings and conferences. They also need to prepare for the National Assembly Forum on Supervision.
