Da Nang’s Construction Department Addresses Violations in the Nam O Ecological Tourism Project
On August 7th, Da Nang’s Construction Department responded to Nguoi Lao Dong Newspaper regarding the violations committed by Trung Thuy Joint Stock Company, the investor of the Nam O Ecological Tourism Project in Hoa Hiep Nam Ward, Lien Chieu District. The company was found to have encroached on the safety corridor of the Nam O Railway Bridge during construction.

Earlier, in early May 2024, the Quang Nam – Da Nang Railway Joint Stock Company sent a document to the Da Nang People’s Committee regarding this issue. An inspection team discovered the construction of a 50-meter-long, 3-meter-high rock revetment, and land reclamation. This construction was located about 25 meters from the outermost part of the railway bridge structure, and a high-voltage electric pole and a rig for pile driving were about 50 meters from the bridge structure.
As of August 7th, at the project’s construction site, in addition to the encroachment on the railway safety corridor, the unit had also built a 200-meter-long concrete wave barrier system. Inside the project, there were multiple vehicles and machinery engaged in construction.

In response to Nguoi Lao Dong, the Da Nang Construction Department stated that immediately after receiving the report, the People’s Committee of Lien Chieu District directed the People’s Committee of Hoa Hiep Nam Ward to coordinate with relevant units to issue a temporary construction suspension at the location of the reported encroachment.
On May 24th, the Construction Department sent a document requesting the Quang Nam – Da Nang Railway Company and the Trung Thuy Joint Stock Company – Da Nang to coordinate in providing project documents, coordinates, and area boundaries for inspection and handling.
Notably, on June 5th, the Da Nang Construction Department again requested the Trung Thuy Company to coordinate with consulting units to review the regulations on railway safety corridors and the scope of protection for railway structures, including the protection scope of the Nam O Railway Bridge. They also requested the company to obtain the opinions of the railway management authority and report on the handling procedure.

At the same time, the Da Nang Construction Department requested the functional units to determine the boundary by coordinates and to manage the land dedicated to the railway. These units were also requested to hand over the management of the land dedicated to the railway to the People’s Committee of the communal and ward level, as prescribed by law.
The Construction Department added that recently, on July 3rd, the Trung Thuy – Da Nang Company sent a document requesting adjustments to the project planning. However, the document did not include a proposed plan for the adjustment. Therefore, the Construction Department requested the company to supplement the proposed plan for specific planning adjustments so that the department could review it, obtain the opinions of relevant units, and submit it to the City People’s Committee for consideration and decision within its competence.
