The People’s Committee of Tra Vinh Province has requested the Ministry of Industry and Trade to issue a power price framework for wind power projects, as stated in their recent dispatch to the Ministry.
According to the Tra Vinh Provincial People’s Committee, the province has granted investment policies and commercially operated one solar power project with a capacity of 165 MWp and five wind power projects with a total capacity of 322 MW. Additionally, they are implementing four wind power projects with a total capacity of 344 MW.
Based on the Tra Vinh Province Master Plan for the period of 2021-2030, with a vision towards 2050, and the National Power Development Plan for the period of 2021-2030, with a vision towards 2050, the four wind power projects under development are expected to be commercially operated during the period of 2023-2025.
Furthermore, the Duyen Hai Wind Power Plant, which is listed as a transitional renewable energy project, should be subject to the power price framework for transitional solar and wind power plants as per Decision No. 21/QD-BCT dated January 7, 2023, issued by the Ministry of Industry and Trade.
The remaining three wind power projects are subject to the power price framework adjustment as stipulated in Circular No. 19/2023/TT-BCT of the Ministry of Industry and Trade. However, as the Ministry has not yet issued the power price framework for wind power projects, investors are unable to negotiate power purchase agreements with the Vietnam Electricity Group.
This situation has impacted the calculation of project efficiency and created challenges in expediting the completion of subsequent procedures to meet the approved project schedule.
In light of these difficulties, the Tra Vinh Provincial People’s Committee has requested the Ministry of Industry and Trade to consider issuing the power price framework for wind power projects promptly. This will provide a basis for investors to negotiate power purchase agreements and commercially operate their projects.
The Security Investigation Agency under the Ministry of Public Security is investigating a case of “Abuse of position and authority while performing official duties” involving the Ministry of Industry and Trade and several provinces and cities. This case is under the direction of the Central Steering Committee for Corruption and Negative Phenomenon Prevention and Control. To serve the investigation and handling of the case, the Security Investigation Agency requested the Vietnam Electricity Group to provide information and documents related to 32 solar and wind power plants nationwide, including two wind power projects in Tra Vinh: Hiep Thanh Wind Power Plant and Dong Hai 1 Wind Power Plant.
