Deputy Prime Minister Tran Hong Ha hosts a meeting on the National Power Development Plan for 2021-2030
On the afternoon of August 14, Deputy Prime Minister Tran Hong Ha chaired a hybrid meeting with several ministries, sectors, and localities to discuss the issuance of supplements and updates to the plan for the implementation of the National Power Development Plan for the period of 2021-2030, with a vision towards 2050 (Power Development Plan VIII).
Minister of Industry and Trade, Nguyen Hong Dien, shared that many solar power projects proposed by localities have not been included in the plan as they are part of the 154 solar power projects mentioned in the conclusion of the Government Inspectorate, which have been transferred to investigative agencies. This is due to the Ministry of Industry and Trade’s approval of supplements and recommendations to the Prime Minister for approval of supplements without a legal basis in terms of planning.
Therefore, the inclusion of these projects will be considered after the investigative agencies’ conclusions are available.
The Ministry of Industry and Trade has worked with the Government Inspectorate to review power projects that have not been included in the plan due to the need to rectify violations related to land, investment procedures, planning, and other issues as per inspection conclusions or those under inspection and investigation.
Deputy Chief Government Inspector Le Sy Bay emphasized the need for localities to coordinate closely with specialized management ministries to adjust and rectify the issues pointed out in the inspection conclusions.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized the principle of including in the Power Development Plan VIII only those power projects that are free from violations or have completed rectifying any violations, and meet criteria for system safety, transmission technology, and economic efficiency. This will prevent the waste of investment resources of enterprises and meet the development requirements of localities.
For projects that have fully addressed the contents of inspection, examination, investigation, audit conclusions, and court rulings (if any), the localities should promptly submit official reports to continue updating them in the plan.
Regarding the 154 solar power projects approved by the Ministry of Industry and Trade and recommended to the Prime Minister for approval without a legal basis in terms of planning, the Deputy Prime Minister requested that localities and enterprises closely coordinate with the Ministry of Industry and Trade and investigative agencies to review, categorize, explain, and promptly resolve the issues.
Additionally, the report from the Ministry of Industry and Trade indicated that all power projects proposed by localities have been reviewed and meet the set criteria for inclusion in the draft Decision approving the updates and supplements to the Power Development Plan VIII.
Specifically, 110 wind power projects with a total capacity of 6,665.3 MW, 128 small hydropower projects/1,362.98 MW, 21 biomass power projects/414 MW, and 34 waste-to-energy projects/621.1 MW have been added to the plan.
Regarding the proposed small hydropower, biomass, and waste-to-energy projects, the Deputy Prime Minister clarified that these are baseload power sources, and the Ministry of Industry and Trade will review and soon include them in the plan.
The Deputy Prime Minister also provided opinions on the proposals of some localities regarding the conversion of some coal-fired power projects to gas-fired power, the relocation of coal-fired power plants, the increase in capacity for some hydropower plants, the adjustment of allocation indicators for rooftop solar power, and the handling of wind power projects overlapping with areas planned for mineral exploration and exploitation.

On the morning of February 17th, Deputy Prime Minister Tran Hong Ha and his delegation conducted an inspection of the construction progress of the Diễn Châu-Bãi Vọt expressway section, part of the Bac-Nam Eastward highway project phase 2017-2020, and the 500 kV Quảng Trạch-Quỳnh Lưu power line, part of the 500 kV circuit 3 Quảng Trạch-Phố Nối power line project.
Developing Social Welfare: Allowing businesses to use land-based assets as collateral for credit borrowing.
Deputy Prime Minister Tran Hong Ha has instructed the Ministry of Construction, the State Bank, the Ministry of Finance, and the Ministry of Natural Resources and Environment to study solutions and measures to facilitate and support banks in implementing the 120 trillion VND preferential credit package for social housing in accordance with market mechanisms. This includes allowing businesses to pledge assets formed on land as collateral for credit loans and establishing a social housing fund.
Parliamentary pilot project for commercial housing through agreement
The Prime Minister appointed the Ministry of Natural Resources and Environment to lead and coordinate with relevant ministries and agencies in developing a plan to propose to the Parliament for the pilot implementation of the commercial housing project through the agreement on land use rights.
