According to the Environmental Impact Assessment Report, the overall investment progress of the Rose Valley Urban Area project is expected to be divided into two phases.

Phase 1 (with a duration of 11 years and 3 months) involves investing in the 646,649m2 land area that has been allocated, developing technical infrastructure including transportation, power supply, lighting, greenery, water supply and drainage, communication, parking, and parks; constructing villas, terraced houses, and mixed-use buildings; and completing social infrastructure such as public facilities and schools. This phase will culminate in the handover and operation of the completed developments.

In Phase 2, infrastructure construction will continue on the 108,456m2 land area. The investor, Vinh Son Company, will coordinate with the People’s Committees of Me Linh and Dong Anh districts to clear the site and invest in technical infrastructure. The completed technical infrastructure will then be handed over to the city, and the city will carry out procedures to select the project’s housing investor in accordance with legal regulations.

According to the detailed 1/500 planning of urban functional areas in Tien Phong commune, Quang Minh town, Me Linh district, and Nam Hong commune, Dong Anh district, Hanoi, approved by the Hanoi People’s Committee in Decision No. 3979/QD-UBND dated June 27, 2013, the project has a total area of 837,328m2.

Of this, the land use scale approved by the People’s Committee of Vinh Phuc province is 652,409m2, including 646,649m2 assigned to Vinh Son Joint Stock Company as the investor, and 5,760m2 for the urban road route to the west of the project, which has been implemented under a separate project.

The expanded land area approved by the Hanoi People’s Committee (in Decision No. 3979 dated June 27, 2013) is 184,919m2, including 76,463m2 of urban road area to the south of the project, which has been implemented under a separate project, and 108,456m2, which is the area within the planning scope of the Rose Valley Urban Area project.

The Rose Valley project has a total investment of VND 10,142 billion and a population scale of 7,860 people. Of the total investment, VND 1,800 billion is owner equity, and the remaining VND 8,341 billion is bank loans and other legal capital mobilization.
