The project, which began construction in 2009, has seen significant progress over the years. However, there remains a challenging 400-meter stretch of road connecting National Highway 2 to Hoang Quoc Viet Street that has been in a state of disrepair for a long time, causing significant inconvenience to local residents.

Mr. Do Dinh T, a resident of Ward 5, Tien Chau Ward, Phu Yen City, shared his concerns with VTV Times: “The project has been ongoing for 15 years, and while my family and neighboring households received compensation back in 2009, the road remains unfinished. We have to deal with dust during dry seasons and muddy conditions during the rainy seasons, not to mention deep puddles that make transportation extremely challenging and risky.”
Ms. Ngo Thi Loan, also from Ward 5, added: “We have repeatedly petitioned the ward and the city, raised our concerns during meetings with voters, and brought up the issue during women’s union, veteran, and youth association gatherings. Yet, the situation remains unchanged. In the past, to ease transportation difficulties, especially for schoolchildren, households collectively contributed money to buy gravel to fill the road. However, this solution was only temporary, as the gravel washed away over time.”
The 400-meter stretch of road connecting National Highway 2 to Hoang Quoc Viet Street, which has faced challenges for years, is now part of a new project.
According to the Phu Yen City Project Management Board, the city has reported to the province, and the province has decided to halt the project for technical review, final settlement, and closure. The remaining 400-meter section is now part of a new project, with the Investment and Construction Project Management Board as the assigned investor.
Local residents face significant challenges in their daily commute due to the poor road conditions.
“The new project has just received investment approval and has not been allocated funds yet. Therefore, we haven’t been able to conduct technical reviews or approve construction drawings,” said Mr. Truong Hung Kien, Director of the Investment and Construction Project Management Board of Phu Yen City. “Once the funds are allocated, we will proceed with the tender process and start the construction. We are aiming to commence the project by the end of 2024, provided there are no changes to the direction of the route according to the C3 sub-planning in this area.”
The situation is especially challenging during the rainy season.
Regarding compensation and site clearance, Mr. Truong Hung Kien further shared that the previous project had basically completed this process. For the new project, the city will continue with land clearance, including resettlement arrangements for six households.
The residents of Tien Chau Ward expressed their hope that the People’s Committee of Phu Yen City would soon develop concrete plans and take decisive actions to ensure the effective and timely implementation of the project.
