On August 23, the Management Board of Binh Duong Province’s Traffic Infrastructure Investment Projects announced that the construction of Ho Chi Minh City’s Ring Road 3, which passes through Binh Duong, will require a total land area of over 79.9 hectares and impact 1,529 cases.
The total investment for the section passing through Binh Duong is estimated at VND 19,280 billion, including VND 5,752 billion for construction and VND 13,528 billion for compensation, support, and resettlement. The Ring Road 3 section in Binh Duong Province is approximately 26.6 kilometers long, including the Tan Van intersection (2.4 km), the Binh Chuan – Saigon River section (8.9 km), and the My Phuoc Tan Van duplicated section (15.3 km).
So far, Component 5, Package 1 has completed the construction drawing design procedures and is in the process of clearing the site and testing piles for the pillars. Package 2 has achieved 23.57% of the construction volume, while Package 3 has the lowest construction volume at 8.32% compared to the contract.
The entire line is focusing on resolving construction site clearance issues for Package 3, which passes through An Thanh Ward in Thuân An City. Mr. Nguyen Thanh Tâm, Chairman of Thuân An City People’s Committee, stated that this section requires resettlement arrangements for numerous households.
According to Mr. Tâm, out of 785 affected households, 177 are eligible for resettlement. So far, 85 out of 177 cases have been reviewed, with 92 cases pending. Thuân An City still owes approximately VND 295.8 billion in compensation to households due to various reasons.
To accelerate progress according to the set plan, Thuân An City has proactively proposed solutions while still owing resettlement to the people. One of these solutions is to use the budget to support residents with rental housing expenses, providing temporary accommodation while the construction site is handed over.
This solution was implemented due to the lag in resettlement compared to the project’s progress. The An Thanh resettlement area is expected to be completed by mid-June 2025.
Thuân An City is currently encouraging residents to receive compensation for approved cases where payment has not yet been made. “The city is expediting the construction of the An Thanh resettlement area to provide land for resettling households that require complete clearance,” said the head of the Thuân An City administration.
Previously, the Management Board of Binh Duong Province’s Traffic Infrastructure Investment Projects proposed to the Provincial People’s Committee to direct units and localities to complete 100% of the site clearance work for the project by August 2024.
According to the leadership of Thuân An City, it is expected that by the end of August or early September, the city will allow households to draw lots for their resettlement locations and hand over the site to the construction unit.
Recently, during a working session with the leaders of Thuân An City, Mr. Nguyen Van Loi, Secretary of Binh Duong Provincial Party Committee, emphasized that the Ho Chi Minh City Ring Road 3 project has received strong support and consensus from the people of Binh Duong Province.
Therefore, the entire political system needs to join forces to resolve obstacles and provide support to the people, accelerating the project’s progress. Mr. Loi requested the construction unit to expedite the construction process, striving to “overcome the sun and win against the rain.”
