The Proposed Relocation: A New Start for Hải Phòng’s D-Graded Apartment Residents

The Hai Phong Department of Construction has proposed that residents not be allowed to return to their homes in Grade D apartments, which show signs of tilting. This decision has been made with the best interests of the residents' safety and well-being in mind, as the potential risks to life and property are significant.

At a press briefing held by the municipal Party Committee’s Information and Education Commission, the Department of Information and Communications, and the municipal Journalists’ Association on September 11, Nguyen Thanh Hung, Director of the municipal Department of Construction, said that out of 205 apartment buildings, 97 were rated as dangerous Grade D, 22 of which have been demolished, and 75 remain (55 in Ngo Quyen district, 34 of which are being demolished; 13 in Le Chan district; four in Kien An district; and three in Hong Bang district), housing about 2,660 households.

According to the assessment of the consulting unit, the Van My apartment buildings have 65-86% of their main structures damaged.

For the remaining Grade D apartments, the rate of damage to the main structures is over 65%, which is unsafe for use.

The city has urgently come up with solutions to arrange accommodations for people affected by Storm No.3 (Yagi), including the emergency relocation of apartment owners and users from dangerous Grade D apartments.

Regarding the emergency relocation of households living in old Grade D apartments, Nguyen Thanh Hung said that according to the 2023 Housing Law, Grade D apartments that are at risk of collapsing and do not meet the conditions for continued use must be evacuated immediately.

Currently, apartment blocks A7 and A9 are showing signs of tilting. Therefore, the Department of Construction proposed that the People’s Committees of districts not allow households to return to live in Grade D apartments to ensure the safety of lives and assets.

Currently, the city has about 846 apartments in its fund (including about 500 apartments in the HH1-HH2 and HH3-HH4 apartment buildings in Dong Quoc Binh, 346 apartments in the seven-storey Vinh Niem, five-storey Cat Bi, five-storey Kenh Duong, five-storey Khuc Thua Du, D2 Dong Quoc Binh, N1-N2 Le Loi, and U19 Lam Son apartment buildings).

The city will arrange for households to move into these apartments.

For households that cannot be arranged in the apartment fund, the city will provide temporary accommodation support in the form of money. The expected cost is about 3 million VND/household/month, with a maximum support period of 24 months.

After the deadline, the city will support and compensate the households for site clearance so that they can buy or rent social housing according to the project on social housing construction combined with the settlement of residents in old apartments in the city, which was approved by the municipal People’s Council in Resolution No. 04/NQ-HĐND dated April 12, 2022.

Currently, Hai Phong is implementing a number of social housing projects, including the social housing project at Total Warehouse 3 Lac Vien with 4,448 apartments. It is expected that by May 2025, the investor will put into use two works, CT3 and CT4, with about 800 apartments, while the project will arrange about 900 apartments for rent.

The social housing project in Cau Rao 2 urban area, Vinh Niem ward, Le Chan district, with 1,880 apartments, is expected to be started at the end of 2024 and will have apartments for sale, rent, and purchase by the end of 2026.

Along with this, the social housing project in the urban area along the Lạch Tray River is expected to be started at the end of 2024. By the end of 2026, there will be apartments for sale, rent, and purchase.

The social housing project in the urban area of Dong Hoa ward, Kien An district, is expected to have an investor selected at the beginning of 2025, and there will be apartments for sale, rent, and purchase at the beginning of 2027.

The plan, from the afternoon of the 6th to the morning of the 7th (before the storm made landfall), was to relocate an additional 25,185 people from vulnerable areas such as cages, watchtowers, and hazardous zones to safer ground.
