On October 31, Mr. Nguyen Van Tiep, Director of the Quang Nam Provincial Tax Department, had a quick exchange with journalists about a taxpayer’s feedback in the area.

According to Mr. Tiep, recently, there has been feedback from Ms. N.T.T.Th. in Duy Xuyen district, Quang Nam province, regarding unexpected tax debts. The statement that the situation was confusing because “tax officers shook their heads” is inaccurate and affects the tax industry.

Here’s what happened: In 2022, Ms. Th. had two sources of income. Her income was over VND 245.9 million (with over VND 6.3 million deducted) from a company in Duy Xuyen district, and over VND 3.3 million from a media agency in Hanoi. The amount of VND 3.3 million was her freelance income, paid twice by the media agency.

The media agency deducted VND 220,000 in the first payment and did not deduct personal income tax in the second payment because the amount was less than VND 2 million.

Recently, Ms. Th. installed the eTax Mobile application (an integrated application of the tax industry) and suddenly noticed a notification about owing VND 114,000.

In her feedback, Ms. Th. stated that she had contacted the Quang Nam Provincial Tax Department, and the tax officers said they “didn’t know what to do.”

Mr. Nguyen Van Tiep shared that regarding Ms. Th.’s feedback, the Quang Nam Provincial Tax Department had previously received information from the General Department of Taxation and had assigned officers to enthusiastically guide Ms. Th. After receiving guidance and explanations, Ms. Th. understood and agreed with the tax industry’s handling of the issue.

Mr. Tiep explained that according to Decree 126/2020/ND-CP, Ms. Th. was not eligible to authorize the company in Duy Xuyen to finalize her personal income tax. Instead, she had to finalize it herself with the tax authority.

However, Ms. Th. authorized the company to finalize her taxes, resulting in a shortage of VND 114,000 in personal income tax. This was because the total income she received from the unit in Hanoi was more than VND 3.3 million, but the unit had only deducted VND 220,000, which was not enough to meet the 10% deduction requirement before paying individuals.

The eTax Mobile application has the function of aggregating all sources of income for the year. When taxpayers query the “Lookup Finalization Information” function on eTax Mobile, the application will help calculate the difference, whether it is a surplus or a shortage, so that taxpayers are aware and can finalize their personal income tax with the tax authority.

According to the Quang Nam Provincial Tax Department, the amount of VND 114,000 mentioned by Ms. Th. is not a tax debt but a reflection of the tax amount still payable according to the finalization in that year. This information is aggregated from the individual’s tax return data, declared by the paying unit that paid income to the individual in 2022.

“Through Ms. Th.’s case, the Quang Nam Provincial Tax Department has directed tax officials to guide taxpayers on how to use the eTax Mobile application and understand personal income tax policies. At the same time, we have provided written guidance to Ms. Th. to help her comply with personal income tax regulations and successfully use the eTax Mobile application, bringing her benefits and contributing to the overall development of society,” Mr. Tiep shared.

The eTax Mobile application for mobile devices is a service channel within the integrated platform of the tax industry. It aims to provide secure, convenient, and feature-rich electronic tax services to individual and household business taxpayers.

eTax Mobile offers various functions and benefits, including: Looking up personal income tax, value-added tax, registration fee, and non-agricultural tax obligations; Looking up finalization information (viewing all income sources for a given year, the amount of tax deducted and temporarily paid, and the estimated amount of tax to be paid or refunded after finalization); Looking up dependent information (allowing the lookup of all dependent reduction times associated with the taxpayer); Changing information; Paying taxes electronically through online connections and integrations with commercial banks; Looking up tax returns, finalizations, taxpayer information, dependent information, and other utilities for taxpayers.

Taxpayers can transact with the tax authority electronically anytime, anywhere, as long as they have an internet connection. There is no need to visit the treasury or bank in person, yet they can still fulfill their tax obligations quickly and accurately, minimizing administrative procedures, saving costs and time, and having more control over their personal affairs.
