In Official Dispatch No. 611/TTg-CN dated May 28, 2025, the Prime Minister assigned the People’s Committee of Nghe An province as the managing authority for the investment project to build the Vinh-Thanh Thuy expressway.
The project is recognized as a national key project and is of particular importance in connecting with the North-South Expressway in the East and is also part of the strategic transport axis linking Hanoi to Vientiane, Laos.
The expressway will significantly reduce travel time between the two capitals, strengthen the friendly and comprehensive cooperation between Vietnam and Laos, and open up new socio-economic development space for the western region of Nghe An province, where many potentials remain untapped.
According to Mr. Nguyen Duc Trung, Secretary of the Provincial Party Committee of Nghe An, at the regular meeting on August 7, the Provincial Party Committee Standing Board agreed on the policy implementation dossier. At the same time, the Secretary of the Provincial Party Committee of Nghe An also requested the Standing Board of the People’s Committee Party Committee to continue completing the legal procedures and submit them to the Prime Minister for reporting to the National Assembly for approval in principle and the next steps.
“This is the project with the largest investment scale and capital scale that Nghe An province has been assigned to implement, an important political task that needs to mobilize the highest level of participation from the entire political system,” he emphasized.

According to the Road Network Planning for the period of 2021-2030, with a vision towards 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021, the Vinh-Thanh Thuy expressway is an integral part of the Hanoi-Vientiane expressway, playing a crucial role in the East-West Economic Corridor.
The expressway is designed with six complete lanes, with a design speed of 100 km/h. In sections with challenging terrain, the design speed will be 60-80 km/h. The road width for the 100 km/h section is 32.25 m, and for the 60-80 km/h sections, it is 29 m.
In the initial phase, the project will be invested in a scale of four complete lanes, but the road and bridge foundations will be built to six-lane standards for future expansion convenience.
The expressway starts at Km0+00, intersecting with the North-South Expressway in the East, Dien Chau-Bai Vot section, at the Hung Tay junction in Hung Nguyen commune. The endpoint connects to the road leading to the Thanh Thuy Border Gate Economic Zone, one of the critical trade gateways between Vietnam and Laos. The total length of the route is approximately 60 km, passing through nine communes: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam, and Kim Bang.
The project is expected to be implemented in the 2025-2030 period, with an initial total investment of VND 23,950 billion.
The road will not only reduce transportation time and costs for goods and passengers but also open up new development corridors for western Nghe An, an area with abundant land and resource potential but limited transport infrastructure. Once completed, the expressway will contribute to promoting the efficient exploitation of sectors such as tourism, industry, logistics services, and mining, creating a production-consumption chain among localities.
Moreover, the road plays a crucial role in ensuring national defense and security in the border area. Forming a strategic transport axis connecting from the coastal plains to the international border gate facilitates not only economic development but also disaster response, border protection, and consolidation of the interprovincial defense system in the North Central region.
