“T&T Group’s ‘Four-in-One’ Airport in Quang Tri: A Catalyst for Future Development”

A Key Airport in Central Vietnam

Recently, at the Vietnam-US Aviation Cooperation Seminar held in Hanoi, Mr. Lê Đức Tiến, Vice Chairman of Quảng Trị Provincial People’s Committee, shared notable insights about Quảng Trị Airport—a project invested and developed by T&T Group.

He emphasized that the project holds significant importance, as outlined in the Master Plan for the Development of the National Airport Network for the 2021-2030 period, with a vision toward 2050, under Decision No. 648/QĐ-TTg dated June 7, 2023, by the Prime Minister.

The project is implemented through a public-private partnership (PPP) model, approved by the Prime Minister in Decision No. 2148/QĐ-TTg dated December 20, 2021. It includes a civilian airport of Class 4C and a military airport of Class II, with a capacity of 1 million passengers per year and 3,100 tons of cargo annually. The airport will accommodate Code C aircraft or equivalent, spanning 316.57 hectares. The project has been appraised by the Inter-Ministerial Appraisal Council and approved by the Quảng Trị Provincial People’s Committee in Decision No. 1879/QĐ-UBND dated August 21, 2023, along with the investor selection results in Decision No. 2879/QĐ-UBND dated November 29, 2023.

Construction began in July 2024, and the project is progressing rapidly with synchronized implementation of various components. Phase 1 is expected to be completed and operational by the end of 2026.

According to Quảng Trị’s leadership, T&T Group, aiming to become a leading aviation conglomerate in Vietnam, the region, and globally, is also researching the development of an Airport Urban Complex—Aerospace Industry—Logistics Services—Commerce in Quảng Trị. This ecosystem includes airlines, aerospace industries, airport services, maintenance, repair, flight services, and an airport urban complex with high-tech industries. It aims to create a connected, open-space ecosystem spanning approximately 10,800 hectares, positioning itself as a regional and international hub.

Additionally, T&T Group plans to expand into air cargo transportation and develop a regional air cargo logistics center, focusing on aviation services, ground handling, technical services, and aerospace industries, with Quảng Trị Airport as the core.

During project implementation, to ensure long-term sustainability and alignment with development goals, the company proposed and received approval for designing and constructing a runway capable of handling Code E aircraft. Quảng Trị Province has supported and proposed to the Ministry of Construction to report to higher authorities for upgrading the airport from Class 4C to Class 4E.

Vice Chairman Lê Đức Tiến noted that in an era of deep global integration and competition, airports are no longer just passenger hubs but comprehensive economic development centers, fostering airport-centric urban models, with Quảng Trị Airport at the core.

The “Four-in-One” Airport Model: A Breakthrough Strategy for Development

Highlighting Quảng Trị Airport’s advantages, Mr. Lê Đức Tiến emphasized the “four-in-one” model, integrating urban development, industry, high-tech science, and services within a modern, sustainable spatial structure. This is a breakthrough strategy, a timely and meaningful choice to realize the province’s development aspirations in the new phase.

Quảng Trị envisions the airport as more than just transportation infrastructure—it aims to be the nucleus of high-tech urban and industrial development. The project will follow an Airport Urban model, where economic, industrial, and service activities revolve around the airport, harmonizing economic growth with environmental protection and cultural preservation.

Based on the province’s potential, advantages, and development goals, Quảng Trị’s leadership has outlined key directions for the “Four-in-One” Airport model.

First, develop a modern airport urban area, organizing space with the airport as the core, surrounded by commercial, service, research, and eco-urban zones. This aims to create a smart, green, and sustainable urban space, balancing industrial and service development with residents’ quality of life. Smart urban technologies, such as intelligent public transport and AI-managed infrastructure, will be implemented.

“This will be a new-generation urban model, serving both international trade and enhancing the quality of life for Quảng Trị’s residents,” Mr. Lê Đức Tiến stated.

Second, leveraging Quảng Trị’s strategic advantages in export-oriented industries, supporting industries, and deep processing, the airport will directly connect with the Southeast Quảng Trị Economic Zone, industrial parks, and seaports, forming a modern production-export-logistics chain. This will position Quảng Trị as a key international goods transshipment hub in North-Central Vietnam.

In science and technology, particularly semiconductors, Quảng Trị possesses high-purity silica sand—a strategic material for producing semiconductor wafers. The province aims to develop a high-tech industrial cluster, attracting international firms in AI, IoT, electric vehicles, and smart medical devices. The semiconductor industry will be the technological heart of the airport urban complex, positioning Quảng Trị as Vietnam’s future semiconductor hub.

For services and international tourism, the airport will develop into an international commerce, service, and logistics center, offering high-value services for North-Central Vietnam. It will connect Quảng Trị with major tourism hubs, enhancing local and regional tourism, and establishing Quảng Trị as an attractive destination within the Huế-Quảng Trị-Đà Nẵng tourism triangle.

“With the determination to build the ‘Four-in-One’ Airport Urban Complex, Quảng Trị Airport is more than infrastructure—it’s a breakthrough strategy to create high-quality jobs, attract investment, and modernize the economy sustainably. This is the aspiration of Quảng Trị’s government and people, striving for growth, integration, and national development,” Mr. Lê Đức Tiến affirmed.
