Salary of civil servants and officials before and after salary reform

Starting from July 1st, public servants and officials will have a new salary scale based on their job positions, titles, and leadership positions, replacing the current salary scale.

Current salaries of public servants and civil servants

According to Resolution 104/2023 of the National Assembly on the state budget estimate for 2024, the salary reform will be implemented from July 1st.

Therefore, before this time (from January 1 to June 30), the salaries of officials, civil servants, and public servants will still be calculated according to the current regulations, based on the base salary and salary coefficient.

Decree 204/2004 of the Government states that the salary of officials and civil servants is calculated according to the formula: Salary = Base salary x Salary coefficient.

Among them, the salary coefficient is specifically stipulated in the appendix issued together with Decree 204/2004 of the Government according to the principle that officials appointed to which profession will be ranked according to that profession’s salary.

The current base salary is 1.8 million VND/month based on Decree 24/2023 of the Government.

Based on these regulations, the salary table for officials and civil servants from January 1st to June 30th is as follows:

Professional salary table for officials and civil servants.

According to this salary table, the minimum salary for civil servants is 2,430,000 VND/month (corresponding to the coefficient 1.35 of type C civil servants) and the maximum salary for civil servants is 14,400,000 VND/month (corresponding to the salary coefficient 8.00 of type A3 civil servants).

Professional salary table for officers and officials in the professional unit.

According to the above salary table for officials, the minimum salary for officers is 2,700,000 VND/month (corresponding to the coefficient 1.50) and the maximum salary is 14,400,000 VND (corresponding to the coefficient 8.00).


New salary table according to job position from July 1st

According to Resolution 27 of the 7th Plenary Meeting of the 12th Central Committee, when implementing the salary reform from July 1st, a new salary table will be established and issued according to job position, title, and leadership position, replacing the current salary system; transfer the old salary to the new salary, ensuring that it is not lower than the current salary.

Specifically, to build a salary table for officials and civil servants holding leadership positions (elected and appointed) in the political system from the central to local levels based on the following principles:

The salary level must reflect the rank in the political system; whoever holds a leadership position will receive a salary according to that position, if a person holds multiple positions, they will receive the highest salary for the leadership position; if two leaders hold equivalent positions, they will receive the same salary level; the salary level of the leader at a higher level must be higher than the salary level of the leader at a lower level;

Regulation of one salary level for each type of equivalent position; no classification of Ministries, Departments, Offices, Committees, and equivalents in the central level when building the salary table at the central level; no differentiation in salary levels for the same leadership title according to the classification of local administrative units, which are implemented through allowances.

The classification of equivalent leadership positions in the political system to design the salary table will be decided by the Politburo after reporting to the Central Committee.

Constructing a professional salary table according to the civil service profession and the title of professional officers and officials applied to civil servants and officials who do not hold leadership positions; each civil service profession, professional title of officials and officials has multiple salary levels according to the following principles:

For the same level of job complexity, the salary level is the same;

For higher labor conditions and preferential occupations, implement allowances according to the profession;

Rearrange the professional group and the number of levels within the civil service profession, the title of professional officers and officials, encourage officials and officials to improve their professional and vocational qualifications. Appointment to the civil service profession or professional title must be associated with job position and the structure of civil service professions, professional titles according to the implementation of management agencies, organizations, and units.

Establishing 3 salary tables for the armed forces, including: 1 military officer salary table, officer, professional police officer (by position, title, and rank or grade); 1 salary table for professional soldiers, professional technical police officers; 1 salary table for defense workers, police officers (of which maintaining the salary proportion of the armed forces compared to administrative civil servants as at present).
