Speaking at the 7th Executive Committee Meeting of the Vietnam Chamber of Commerce and Industry (VCCI), 7th term, on March 8th, Mr. Nguyen Quang Vinh, Vice Chairman of VCCI, stated that in 2023, there are many unfavorable factors in the global and domestic economic and political situation that have created difficulties and challenges for the economy.
The business community is also facing many challenges, with a high number of businesses withdrawing from the market, which continues to increase by 20% compared to the same period in 2022, and many industries experiencing a decline with no signs of recovery…
In the context of such difficulties and challenges, VCCI has maintained its commitment to accompany the business community, implementing the mission of networking, promoting sustainable, civilized, integrated, and globally competitive development of businesses.
Specifically, VCCI has provided input in the construction of laws, policies, and the promotion of administrative procedure reforms which have completed a large volume of high-quality work, greatly impacting the development of businesses and the economy.
In 2023, VCCI contributed input through written documents on 406 draft legal normative documents related to businesses, including many major and important laws, such as the draft Land Law (amendment), draft Social Insurance Law (amendment), providing input on the VAT reduction policy, amending the Decree on invoices, documents, etc.
At the same time, support for business development continues to focus on improving quality, efficiency, and innovation in form and content in order to meet the practical needs of businesses, providing them with the motivation to restore their business activities, grasp recovery opportunities, and develop after the pandemic.
The work of connecting and supporting businesses in international integration has been strongly promoted: VCCI has established 04 databases on laws and practical surveys of trade remedies in the US, India, and the EU markets; completed databases related to trade remedies for the Canadian, Australian, and Philippine markets.
“The plan for 2023 work is basically completed, achieving and surpassing the targets set for some contents. The revenue exceeds the planned target by about 4%, with a growth rate of 6% compared to 2022, successfully fulfilling some tasks assigned by the Party and the State beyond the annual plan,” emphasized Mr. Vinh.
Entering 2024, the leaders of VCCI believe that the Vietnamese economy still faces many difficulties and challenges. Therefore, in addition to the efforts of the Government in macroeconomic policy management, the business community needs to equip themselves with a proactive attitude, ready to cope with difficulties and challenges, being flexible, creative, and sensitive to seize opportunities for recovery and breakthroughs in the new phase.
As the voice of the business community, VCCI needs to continue to play a supportive role, accompanying businesses to overcome difficulties, and resolutely and effectively implementing the 6 focal groups of tasks and 3 strategic breakthroughs mentioned in Resolution XIII of the Party, aiming to achieve and surpass the targets and indicators set for the term.
To that end, it is necessary to focus on building and implementing VCCI’s Action Program to implement Resolution 41-NQ/TW of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period.
Continuing to enhance the dialogue mechanism, the representative voice of VCCI to the Government and the business community; continuing to propose and build programs, projects, plans, and national tasks to improve the business environment, enhance the competitive capacity of businesses.
Actively implementing the work of regional linkage, implementing Government Resolution 57/NQ-CP on improving the regional linkage system through promoting the formation of effective sub-regional linkage models, effectively implementing the “Highway Economic Connection” project; studying the signing of cooperation agreements between VCCI and some localities to enhance the effectiveness of cooperation with local authorities in business support activities.
Furthermore, it is necessary to promote propaganda work and establish a movement to practice the 6 Vietnamese Business Ethics.
Implementing national programs and projects to support businesses in enhancing their competitiveness, integration into the global value chain with quality, supporting Vietnamese businesses in fulfilling their social responsibilities, and achieving sustainable development; activities within the framework of promoting a circular economy model in Vietnam and applying the CSI Scoreboard…
