Mr. Hoang Van Chung, Tien Bo hamlet, Hop Thanh commune, Phu Luong district, takes care of the breeding buffalo that has just been supported.

In implementing the National Target Program for socio-economic development of ethnic minority and mountainous areas, Phu Luong is actively coordinating with the province’s functional departments and agencies to implement the Sustainable Agricultural and Forestry Production Development Project, exploiting the potential and strengths of the regions to produce goods according to the value chain, with a total cost of more than 2.3 billion VND.

In particular, for the National Target Program on Sustainable Poverty Reduction, in the past 2 years, the district has allocated more than 4.5 billion VND to implement projects to diversify livelihoods, develop sustainable poverty reduction models, and support production development in the field of agriculture. The district has implemented 10 livestock models in 8 communes; more than 100 poor households, 52 near-poor households, and 16 households that have just escaped poverty within 36 months have received support to benefit from the Project; 7 sustainable poverty reduction models in 5 mountainous communes, notably the Sind hybrid cow breeding model in Yen Trach commune, Dong Dat commune, breeding of breeding buffalo in Phu Ly commune, On Luong commune, breeding of hybrid breeding goats in Yen Do commune… Through initial monitoring, after from 1 to 7 months of handing over the breeds, basically households have known how to take care of the breeds, the livestock are healthy, growing and developing well. The average buffalo and cow breeds increase from 10 to 17 kg/head/month, and many have been able to reproduce. Typically, the models in Yen Trach, Yen Lac communes, 12/67 cows have been pregnant from 2 to 3 months. As for the model of supporting goats for 16 poor and near-poor households in Yen Do commune, most households have known how to take care of the goats to develop healthy, and 5 households have bred goats, and the herd has multiplied.

Members of Phong Sinh Tea Cooperative, Hop Thanh commune, Phu Luong district, produce and process specialty tea, helping create livelihoods, increase income, and reduce sustainable poverty.

Ms. Nguyen Thuy Hang, Vice Chairman of Phu Luong District People’s Committee, said that the implementation of policies under the three national target programs in Phu Luong district helps develop the district’s socio-economic status, has a great impact on the appearance of rural areas, especially with social infrastructure, technical infrastructure. As a result, the lives of people in the area have been improved, the average per capita income has increased every year; the number of poor households has gradually decreased over the years from 5.39% (in 2021), in 2024 it decreased to 2.68%, on average 1.36% of poor households were reduced each year. Livelihood and production development projects under the National Target Programs have created fundamental changes to achieve the goal of sustainable poverty reduction for multidimensional poor households in the locality…

For the Program on socio-economic development of ethnic minority and mountainous areas, in the content of supporting production linkage in the value chain, Phu Luong has proposed to the province and functional departments and agencies to adjust the direct beneficiaries, detailed instructions on the dossiers, procedures for settlement of projects to support community production development, specifying the bidding or tendering for the purchase of breeds, materials… For the National Target Program on Sustainable Poverty Reduction, the district proposed to the Provincial People’s Committee to adjust the capital turnover ratio in accordance with the objects being poor and near-poor households, regulations on the support level of each household by object group, by type of support in implementing livelihood projects, to ensure consistency between localities, guide the process and measures to handle risks in project implementation…
