Unraveling Bottlenecks for Pivotal Transportation Projects in Binh Duong

On April 24th, the representative of the Binh Duong Provincial People's Committee announced that the locality received a document from the Government Office, reporting the conclusion of Deputy Prime Minister Tran Hong Ha at a meeting with Binh Duong provincial leaders to remove difficulties and obstacles for key infrastructure projects in the province.

In terms of investment, upgrading some sections, interchanges of Ho Chi Minh City Ring Road 3 in the area of Binh Duong province (including Tan Van Interchange; the section from Binh Chuan to Saigon River; Binh Goi Bridge), the Deputy Prime Minister agreed in principle on the necessity of investing in and upgrading the aforementioned projects as proposed by Binh Duong.

The Deputy Prime Minister assigned the People’s Committee of Ho Chi Minh City to take the lead, in collaboration with the Ministry of Planning and Investment, the Ministry of Transport, the People’s Committee of Binh Duong province, and relevant localities, to review the remaining capital of the Ho Chi Minh City Ring Road 3 project, and propose a handling plan (adding it to the Ho Chi Minh City Ring Road 3 project or implementing it through a separate project); the Ministry of Planning and Investment will synthesize and report to the Prime Minister before April 30, 2024, clarifying the source of capital, the order of procedures, and the authority.

Regarding the investment in the existing 15.3 km section of My Phuoc – Tan Van road, which coincides with the section of Ho Chi Minh City Ring Road 3 passing through Binh Duong, the Deputy Prime Minister requested Binh Duong to implement the direction of the Government’s leader’s proposal for a specific investment plan; the Ministry of Transport will take the lead, in coordination with the People’s Committee of Ho Chi Minh City (the agency in charge of the Ho Chi Minh City Ring Road 3 project) and the People’s Committee of Binh Duong province, to report to the Prime Minister before May 15, 2024.

Ho Chi Minh City Ring Road 3 project through Binh Duong province overlaps with My Phuoc – Tan Van Road for more than 15km

Regarding the investment in Ho Chi Minh City Ring Road 4, the Deputy Prime Minister proposed that Binh Duong province implement the project according to the authority approved by the Prime Minister in Official Dispatch No. 1263. In case there is a need for a specific mechanism or policy or a general application for the entire Ho Chi Minh City Ring Road 4 project, the People’s Committee of Ho Chi Minh City will take the lead, agree with the People’s Committee of Binh Duong province, the Ministry of Transport, the Ministry of Planning and Investment, and relevant localities, and report to the Prime Minister before May 15, 2024 for direction and submission to the competent authority, similar to the project of Ring Road 3 in Ho Chi Minh City.

For the project to expand the road connecting Ho Chi Minh City Ring Road 3 with Bien Hoa airport (Dong Nai), the Deputy Prime Minister agreed on the principle of the necessity to invest in this route to enhance regional connectivity; assigned the People’s Committee of Binh Duong province and the People’s Committee of Dong Nai province to review the planning, and implement the investment according to their authority, in accordance with regulations.

Regarding the planning and investment in Song Than international intermodal station, the Deputy Prime Minister proposed that the People’s Committee of Binh Duong province coordinate with the Ministry of Transport in the process of developing the Ho Chi Minh City hub railway planning, as a basis for updating the provincial planning.

Regarding the proposal to integrate the North – South high-speed railway line to An Binh Station into the railway industry development plan, to enhance regional connectivity, and provide additional funding arrangements for Binh Duong to implement investments , the Deputy Prime Minister assigned the Ministry of Transport to study the optimal solution, based on the principle that the location of the railway station must be convenient, minimizing costs and transfer time, ensuring the overall benefit and legal regulations; and to consider the proposal of the Binh Duong Provincial People’s Committee in the process of finalizing related plans .

The Deputy Prime Minister proposed that Binh Duong urgently incorporate the comments of the National Appraisal Council, review all relevant plans to finalize the provincial plan, and submit it for approval within the prescribed deadline.
