The Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City has just provided information on the work of granting Certificates of Land Use Rights, Ownership of Houses and Other Assets Attached to Land (Pink Book) for social housing projects in the period of 2015-2023.

According to DONRE of Ho Chi Minh City, the City’s Land Registration Office has information on the progress of granting pink books for 14 social housing (SH) projects. Of which, 10 SH projects with a total of 7,194 apartments are eligible for pink books. As a result, 4,907 SH apartments and 478 commercial apartments (belonging to 20% of commercial apartments in SH projects) have been granted pink books. More than 1,800 remaining SH apartments are being processed.

The remaining 4 SH projects with a total of 2,704 apartments are not yet eligible for pink books due to various obstacles.

Specifically, at First Home Thanh Loc apartment building, Thanh Loc Ward, District 12, in 2017, DONRE sent a document requesting Gia Phu Cooperative to contact the Department of Construction to establish a profile, identifying the investment project meeting the criteria for SH.

At the same time, contact the City Tax Department to make procedures and issue a decision to exempt land use fees before the City’s Land Registration Office receives the application for a pink book. Until now, the procedures for granting pink books at this apartment building have not been completed.

At Hoa Phuong apartment building, Thoi An Ward, District 12, in early 2023, the City’s Land Registration Office sent a document to DONRE commenting on the land use fees and determining the land area to be granted. pink books to homebuyers. Previously, in May 2022, DONRE requested the Department of Construction to review the list of SH buyers at this apartment building.

Another SH project in District 12 that has not yet been granted a pink book is An Phu Dong apartment building invested by Saigon Real Estate Joint Stock Corporation.

More than 300 households in this apartment building have not been granted pink books because the boundary of the apartment land is being disputed for 34.8m2 with a household. The case is being handled by Binh Tan District People’s Court.

After receiving the settlement results from Binh Tan District People’s Court, the Land Registration Office of Ho Chi Minh City will resolve the application for granting pink books for this apartment building in accordance with regulations.
