According to Article 46, Paragraph 2 of the 2023 National Identity Card Law No. 26/2023/QH15, National Identity Cards (CMND) valid until after December 31, 2024, will remain valid until December 31, 2024. In other words, CMNDs will officially be “retired” from January 1, 2025.
Currently valid legal documents issued using information from National Identity Cards, Citizen Identification Cards can continue to be used. Government agencies will not ask citizens to change or adjust the information on their National Identity Cards, Citizen Identification Cards in documents that have already been issued.
However, for convenience in civil transactions, citizens should update the types of documents that still use information from CMNDs, especially those that still use 09-digit CMND information.
1. Passport
A passport is an important document for every citizen when carrying out entry and exit procedures.
Since the passport contains personal information of each person, including the CMND/CCCD number, people should take the initiative to register to update the information on their passport to match the new information on the Citizen Identification Card/Citizen Identification Card (CCCD).

People can go to the Immigration Management Department of the provincial public security agency where they have their permanent or temporary residence or to the Immigration Management Department to submit their application. Currently, the addition and update of information on Passports are carried out directly on the Public Service website.
2. Land Use Right Certificate
According to Point g, Article 17, Paragraph 1 of Circular No. 23/2014/TT-BTNMT amended and supplemented by Paragraph 14, Article 6 of Circular No. 33/2017/TT-BTNMT, changing the CMND number on the Red Book, Pink Book is not required. People only need to carry out the exchange when needed.
However, to avoid troubles related to the procedures for transferring and borrowing capital related to real estate in the future, people should update the CMND information on the Red Book, Pink Book as soon as possible.
According to Circular 14/2023/TT-BTNMTT, in case a change in the CMND number on the Red Book, Pink Book is required, people need to prepare:

– Land change registration application form.
– Red Book/Pink Book (original).
– CMND and Certificate of competent Public Security agency for the change of CMND (copy).
In case of changing the CMND number on the Land Use Right Certificate, the competent authority will be responsible for exploiting and using the information in the National Population Database.
After completing the application, people will submit the application at the Land Registration Office or a branch of the Land Registration Office where the land is located. The Land Registration Office or a branch of the Land Registration Office will correct the CMND number on page 3/page 4 of the Land Use Right Certificate that has been issued.
3. Tax registration information
Pursuant to the provisions of the Law on Tax Administration, taxpayers (NNTs) must take the initiative to update changes in tax registration information when there are changes (including changes in CMND information when they have been issued a CCCD card).
The change of information can be done through the organization paying the income or individuals can declare the change at the tax agency where the individual registers their permanent/temporary residence or declare it electronically through the Electronic Information Portal of the General Department of Taxation (https: // thuedientu.gdt.gov.vn/).

To change the new information, there are 3 ways.
– Declare changes in tax registration information electronically in case NNTs log in via the National Public Service Portal
– Declaration of change through the income paying agency
– Declare changes in tax registration information directly with the tax authority.
For declarations of changes in tax registration information directly with the tax authority, NNTs will submit the application at the Tax Department where the individual registers his/her permanent or temporary residence (in case the individual does not work at the income paying agency).
The application includes:
– Tax registration adjustment declaration form No. 08-MST issued together with Circular 105/2020/TT-BTC to declare changes in tax registration information of the NNT itself.
– Tax registration form No. 20-DK-TCT issued together with Circular 105/2020/TT-BTC to change the tax registration information of the NNT.
– Finally, a copy of the CCCD card or a copy of the CMND still in effect for NNT/dependents who are Vietnamese citizens; a copy of the passport still in effect for NNT/dependents who are foreign citizens or Vietnamese citizens living abroad in case the tax registration information on these documents has changed.
4. Social insurance
CMND number is one of the criteria for managing the BHXH book in the database system. To look up information related to social insurance (BHXH), people should update their BHXH profile information.
Therefore, when the CMND is officially retired, people should change the information on the BHXH book for easy access to information.

To change from CMND to CCCD on the VssID system, follow these steps:
Step 1 : Access the address: https://dichvucong.baohiemxahoi.gov.vn/ , select “Login” and fill in the information accordingly.
Step 2 : When login is successful, look up and select Account Information to change the CMT/CCCD number.
Step 3 : In the information management section, you can easily edit the CMT/CCCD number.
When you have completed changing the information, you will receive a notification that you must go to the nearest BHXH agency to confirm and complete the change of information.
