The meeting, held on July 4, focused on discussing solutions to overcome challenges and obstacles in preparing invitation documents, selecting investors, and implementing construction and business packages within the scope of Component Project 4.

The Vietnam Aviation Authority has finalized and evaluated the bidding documents for the project to invest in the construction and business of providing in-flight catering services.

Bidding documents for the construction and operation of an aircraft maintenance area, a ground equipment maintenance area, and an airline operations center are being prepared and are expected to be completed and approved this month.

The biggest challenge in implementing the investment packages for construction and business under Component Project 4 is developing a hypothetical business plan to determine the annual budget contribution of the investor once the airport is operational.

At the meeting, delegates discussed solutions to expedite the selection of investors for the components of Component Project 4, ensuring synchronization with the progress of other component projects. They also emphasized the importance of a holistic design and operation of Long Thanh International Airport to match its status as a regional transit hub.

Deputy Prime Minister Tran Hong Ha stressed that the components of Component Project 4 are crucial to the entire airport ecosystem, and any delays would result in significant financial losses for the government and negatively impact economic and social development.

The Prime Minister, Deputy Prime Minister, and the Task Force have provided guidance to the Ministry of Transport and the Vietnam Aviation Authority to address challenges and bottlenecks that have slowed down the development of the investment packages for Component Project 4.

However, the Ministry of Transport and the Vietnam Aviation Authority must continue to address limitations in capacity and experience and closely coordinate with relevant ministries and sectors to select reputable consulting firms with the necessary expertise and experience to finalize the bidding documents and organize the bidding process.

The Deputy Prime Minister also suggested that the bidding documents be evaluated and reviewed by international consulting firms with expertise in airport technology, operations, and design, including the Long Thanh International Airport project. Additionally, the authorities should seek feedback from potential investors.

The top priority is to select investors with a strong reputation, advanced technology, efficient management capabilities, substantial investment scale, and experience in operating leading airports worldwide. These investors should also have effective business plans to provide the best and most modern services that meet international standards.

The investment packages for Component Project 4 must ensure a holistic and synchronized approach to serve the needs of all airlines and encourage the participation of Vietnamese enterprises.

Furthermore, the criteria for evaluating business efficiency should be calculated based on the different phases of the project’s operation, taking into account the investors’ performance at other international airports.

The Deputy Prime Minister also provided directions on mobilizing the Vietnam Airports Corporation to participate in the implementation of certain investment packages, including the construction of an aviation logistics center, a cargo terminal, and an airport hotel.
