Prime Minister inspects construction site, boosts progress of 2 major expressway projects in the Southeastern region.

On the afternoon of February 13th (the 4th day of the Lunar New Year), Prime Minister Pham Minh Chinh inspected the construction site of the Bien Hoa - Vung Tau expressway investment project phase 1; and held a meeting with relevant agencies regarding the Bien Hoa - Vung Tau expressway project and the expansion plan for the Ho Chi Minh City - Long Thanh - Dau Giay expressway investment.

Accompanying the Prime Minister were Party Central Committee members: Deputy Prime Minister Trần Hồng Hà, Minister and Chairman of the Government Office Trần Văn Sơn, Minister of Transport Nguyễn Văn Thắng, Minister of Construction Nguyễn Thanh Nghị, Lieutenant General Lê Quốc Hùng, Deputy Minister of Public Security, Secretary of the Provincial Party Committee of Bà Rịa – Vũng Tàu Phạm Viết Thanh, Chairman of the People’s Committee of Ho Chi Minh City Phan Văn Mãi; leaders of central and local ministries, departments, and agencies.

The Bien Hoa – Vung Tau expressway is of great significance as it will connect the Ho Chi Minh City – Long Thanh – Dau Giay expressway, the Ben Luc (Long An) – Long Thanh expressway (currently under construction), and the roads connecting to Long Thanh Airport; maximize the potential of the Cai Mep – Thi Vai seaport, Long Thanh International Airport, and promote the socio-economic development of Dong Nai and Ba Ria – Vung Tau provinces in particular, and the Southeast region in general.

Once this expressway is completed, the travel time from Ho Chi Minh City to Ba Ria – Vung Tau will be shortened to about 70 minutes instead of the current 150 minutes, reducing traffic congestion.

The Bien Hoa – Vung Tau expressway project has a total length of 53.7 km (34.2 km in Dong Nai province and 19.5 km in Ba Ria – Vung Tau province), designed as a 100 km/h expressway with 4 to 6 lanes in each section, and expanded to 6 to 8 lanes in the completion phase. The total investment capital of the project is nearly 18,000 billion VND, including 3 component projects; construction period starting in 2022, scheduled to be completed in 2025 and put into operation from 2026.

Specifically, component project 1 has a length of 16 km, managed by Dong Nai Provincial People’s Committee, with a total investment capital of 6,012 billion VND; component project 2 has a length of over 18 km, managed by the Ministry of Transport, with a total investment capital of 6,852 billion VND; component project 3 has a length of about 19.5 km, managed by Ba Ria – Vung Tau Provincial People’s Committee, with a total investment capital of 4,964 billion VND.

The construction of the project commenced on June 18, 2023. According to reports from the Ministry of Transport and local authorities, component project 1 has 02 construction contracts; currently in the stage of preparation and site implementation.

Component project 2 has 02 construction contracts; currently implementing the construction of some land plots (with a completion volume of about 3%). Component project 3 has 01 construction contract; currently implementing the construction and progressing very well, with a completion volume of about 12%.

The main current obstacle of the project is the land clearance work in Dong Nai province, leading to construction progress not meeting the plan. Specifically, the land clearance work is carried out by 2 provinces, while component project 3 implemented by Ba Ria – Vung Tau has achieved 96% completion, component project 1 has only handed over 5% (carried out by Dong Nai), and component project 2 has handed over nearly 20% (also carried out by Dong Nai).

After listening to the reports, Prime Minister Pham Minh Chinh said that Dong Nai recently had to carry out land clearance work for many major infrastructure projects. Therefore, the Prime Minister requested the Ministry of Natural Resources and Environment and the Electricity of Vietnam Group to send working teams with capable officials to work directly and support Dong Nai in land clearance, relocation of power facilities… with the aim of completing the handover of land before June 30, 2024.

Regarding the raw materials, the Prime Minister agreed to use sand excavated from the construction of Long Thanh Airport as the filling material for the Bien Hoa – Vung Tau expressway project.

Regarding the investment in expanding the Ho Chi Minh City – Long Thanh – Dau Giay expressway, the Prime Minister assigned the State Capital Management Committee at Enterprises to take the lead in directing the Vietnam Expressway Corporation (VEC) to complete the capital sourcing plan in February 2024.

The Ho Chi Minh City – Long Thanh – Dau Giay expressway project has a length of 55 km with 4 lanes, which has been put into operation since 2016, connecting Ho Chi Minh City with the Southeast region. VEC is currently the investor, operator, and manager of the expressway.

After being put into operation, the expressway has become congested and in recent years, the traffic volume has increased, leading to frequent traffic congestion.
