Prime Minister Gives Go-Ahead for a Nearly VND 3,000 Billion Project to be Constructed by LIZEN Joint Venture

On Thursday, July 7th, Prime Minister Pham Minh Chinh inaugurated the construction of the Tan Phuc - Vong Phan Road Project (intersecting with DT.378) in Hung Yen. The event was attended by leaders from various ministries, central agencies, and local authorities.

The Tan Phuc – Vong Phan Road project is a vital transport infrastructure project for Hung Yen province, aiming to develop An Thi, Phu Cu, and Tien Lu districts. This project will form a regional connection between the Hanoi – Haiphong expressway and the provinces of Thai Binh and Nam Dinh. It is a beautiful and modern road that significantly enhances the local transportation network.

Highly capable and experienced contractor

To ensure the project’s swift progress, quality, and efficient investment, Hung Yen province and the investor carefully selected a highly capable contractor from the beginning. The chosen contractor, LIZEN Joint Stock Company, holds a 42% share of the project and has a rich tradition and experience in constructing infrastructure projects in Vietnam. LIZEN is currently working on nearly 100 significant infrastructure projects nationwide, including the Hanoi Formula 1 racing track and expressways such as Ha Long – Van Don, Bac Giang – Lang Son, Van Don – Mong Cai, and National Highway 45 – Nghi Son.

LIZEN is also actively involved in several expressway projects: Huu Nghi – Chi Lang, Vung Ang – Bung, Van Phong – Nha Trang, Bien Hoa – Vung Tau, and Ring Road 4 through Hung Yen province. Notably, LIZEN is committed to completing 35km of the Van Phong – Nha Trang expressway ahead of schedule, aiming to finish its portion before April 30, 2025, as part of the 12 component projects of the North-South expressway phase 2.

We are also coordinating with local agencies and sectors to expedite land clearance and ensure a steady supply of materials to meet the project’s progress requirements. We are committed to completing this project ahead of schedule, ensuring safety, quality, and efficiency, as a tribute to the 20th Provincial Party Congress in September 2025.”

89% land clearance completed

The Tan Phuc – Vong Phan Road project has a total length of 29.2km and passes through 14 communes in three districts of Hung Yen province: An Thi, Tien Lu, and Phu Cu. The road is divided into two branches:

The main line consists of two parallel roads with a scale of III-level road in the delta, designed for a speed of 80km/h. It starts at Km 0+00 in Tan Phuc commune, An Thi district, and ends at Km 23+600, connecting to DT378 in Tong Tran commune, Phu Cu district. It intersects with the Ring Road V connecting to Hanoi in Thai Binh province and National Highway 38B and Hanoi – Haiphong expressway in Hung Yen province at Km 5+400. It intersects with National Highway 38B at Km 15+850 and the bypass road of National Highway 38B at Km 19+800, ending at DT378.

The branch line connects to the La Tien bridge approach road and the branch at the initial node, connecting to National Highway 38 with a scale of II-level road in the delta, designed for a speed of 80km/h, following the TCVN 4054:2005 standard.

The total investment for this project is VND 2,986.8 billion, fully funded by the local budget for the 2023-2025 period. The construction period is 720 days. To execute the project, Hung Yen province needs to clear 175 hectares of land. The land clearance process began in 2023, and so far, 89% of the land has been cleared, ensuring that construction can commence immediately after the groundbreaking ceremony.
