The State Bank of Vietnam has issued Decision No. 2345/QD-NHNN, which comes into effect from July 1, 2024. This decision mandates that all transactions over VND 10 million per instance, or transactions totaling VND 20 million or more per day, require biometric authentication for subsequent transactions on the same day. Additionally, before initiating a transaction through mobile banking for the first time, or when using a different device than the one used for the most recent transaction, customers must also undergo biometric authentication.
To comply with Decision 2345, customers are required to provide and update their biometric information with their respective banks using one of two methods: through the mobile banking application or by visiting a bank branch/transaction office directly.
With the new regulation in place, fraudsters have seized the opportunity to deceive customers by impersonating bank employees or government officials. They contact customers through various means such as phone calls, text messages, or social media platforms (Zalo, Facebook, Viber, etc.), offering to guide them through the process of collecting biometric information.
These fraudsters then request customers to provide personal information, bank account details, identity card images, and even facial images or video calls to collect additional data like voice, gestures, and mannerisms. They trick customers into accessing suspicious links and installing malicious applications on their phones, which resemble official applications from the Ministry of Public Security, government agencies, or credit institutions.
Once the fraudsters obtain this sensitive information, they proceed to steal money from the customers’ bank accounts and misuse their personal information for malicious activities such as borrowing money, gambling, and more.
Given the sophisticated tactics employed by these fraudsters, SHB would like to offer the following advice to our valued customers:
Update your biometric data only through the official SHB Mobile/SHB SAHA applications or by visiting our SHB transaction offices nationwide. Do not provide or update your biometric data through any other websites or applications.

Never disclose your OTP, password, card number, personal information, identity card images, or biometric data to anyone, including bank staff. SHB will never ask for your personal information through phone calls, SMS, email, or chat applications (Zalo, Viber, Facebook, etc.).
