As per Clause 5.2, Article 5 of Conclusion 83-KL/TW, the Politburo stated the following:

The Central Economic Committee shall take the lead in reviewing the implementation of Resolution No. 27-NQ/TW. In doing so, it shall coordinate with the Party Committee of the Ministry of Home Affairs and related ministries, branches, and sectors to assess the appropriateness and feasibility of the five new salary scales and nine new allowance regimes for the public sector. This will be proposed to the Central Committee for consideration after 2026, following the issuance and implementation of the System of Job Position Catalogues for the political system by the Politburo.

The new base salary of VND 2.34 million/month will only be applied until 2026, according to the current directive of the Politburo. Further consideration is needed regarding feasibility and appropriateness.

This means that when the five new salary scales are implemented, the base salary of VND 2.34 million/month will be abolished, and salary, allowances, and other payments will be calculated based on the new scales.

However, according to this regulation, the Politburo has assigned the Central Economic Committee to propose the implementation of the five new salary scales and nine new allowance regimes for consideration by the Central Committee after 2026. This proposal must be made after assessing the appropriateness and feasibility of implementing Resolution 27-NQ/TW.

Therefore, the directive to apply the base salary of VND 2.34 million/month until 2026 is currently just a directive of the Politburo, and further consideration is needed regarding feasibility and appropriateness. Alternatively, the implementation of the System of Job Position Catalogues for the political system may need to be completed first.

Previously, from July 1, 2024, according to Decree 73/2024/ND-CP, the base salary for officials, public employees, civil servants, and armed forces will be increased to VND 2.34 million/month, and salary reform will be postponed.

This is also in line with Conclusion 83-KL/TW issued by the Central Committee of the Party: “Adjust the base salary level from VND 1.8 million to VND 2.34 million (an increase of 30%) from July 1, 2024.”

Therefore, it is necessary to monitor the latest documents from the Politburo, the Government, and related ministries, branches, and sectors on this issue to stay updated with the newest regulations related to salary reform. If the spirit of Conclusion 83 is followed, the base salary will be abolished after 2026, and comprehensive salary reform will be implemented.
