On the afternoon of August 21, at the Headquarters of the Party Central Committee, General Secretary and State President To Lam chaired the announcement of the Politburo’s decisions on the deployment and assignment of officials to the positions of Head of the Central Economic Commission and Head of the Central Commission for Mass Mobilization.

Also present at the announcement were: Politburo member, Permanent Member of the Secretariat, Luong Cuong; Politburo member, Secretary of the Central Party, Head of the Central Organization Commission, Le Minh Hung; Politburo member, Secretary of the Central Party, Head of the Central Internal Affairs Commission, Phan Dinh Trac; Secretary of the Central Party, Head of the Central Commission for External Relations, Le Hoai Trung; Secretary of the Central Party, Head of the Central Committee’s Office, Nguyen Duy Ngoc.

Accordingly, Decision No. 1488-QDNS/TW dated August 16, 2024, the Politburo decided that Mr. Tran Luu Quang, member of the Central Committee, member of the Government’s Party Committee, Deputy Prime Minister, would no longer hold the position of member of the Government’s Party Committee, and would be deployed, assigned, and appointed as Head of the Central Economic Commission.

By Decision No. 1489-QDNS/TW dated August 16, 2024, the Politburo decided to deploy, assign, and appoint Mr. Mai Van Chinh, member of the Central Committee, Permanent Vice Head of the Central Organization Commission, to the position of Head of the Central Commission for Mass Mobilization.

On behalf of the Party and State leaders, General Secretary and State President To Lam congratulated the two comrades who have just been trusted and assigned new tasks by the Politburo. He emphasized that the Central Economic Commission and the Central Commission for Mass Mobilization are important advisory bodies of the Party at the central level.

The timely completion of the personnel for the Heads of these Commissions is necessary to ensure the regular and direct leadership of the Party Central Committee, the Politburo, and the Secretariat in these important fields of work.

The General Secretary and State President requested that Mr. Tran Luu Quang draw on his rich practical work experience and, together with the leadership collective of the Central Economic Commission, effectively perform the advisory function in orienting the building and perfecting the economic regime, formulating guidelines, policies, and major measures on socio-economic development…

The General Secretary and State President requested that Mr. Mai Van Chinh draw on his extensive experience in Party work and, together with the Central Commission for Mass Mobilization, effectively perform the advisory function in formulating policies, guidelines, and major measures on mass mobilization work, especially issues related to the Fatherland Front, mass organizations, ethnic and religious affairs, and the mobilization of various social classes and strata, as well as overseas Vietnamese. Through these efforts, we can continue to consolidate the great national unity and successfully carry out the country’s tasks in the current period…

General Secretary and State President To Lam expressed his hope and belief that both Mr. Tran Luu Quang and Mr. Mai Van Chinh will continue to exert efforts and make greater strides, together with the leadership and officials of the Central Economic Commission and the Central Commission for Mass Mobilization, to foster unity and successfully fulfill their assigned tasks, living up to their role as important advisory bodies of the Party Central Committee.

At the same time, he proposed that the leaders and officials of the two Commissions support and assist the new Heads in excellently performing their assigned tasks, thus justifying the trust and confidence of the Politburo in assigning these important responsibilities.

In their remarks, Mr. Tran Luu Quang and Mr. Mai Van Chinh expressed their sincere gratitude to the General Secretary, State President, the Politburo, and the Secretariat for their trust in assigning them important tasks of the Party. They considered this a great honor as well as a heavy responsibility.

Mr. Tran Luu Quang was born on August 30, 1967, of Kinh ethnicity, with his hometown in Trang Bang ward, Trang Bang town, Tay Ninh province. He joined the Party on August 2, 1997. His educational background includes a master’s degree in public administration and a bachelor’s degree in mechanical engineering. He also holds a bachelor’s degree in political theory.

Mr. Tran Luu Quang has 30 years of work experience and is an alternate member of the 11th Party Central Committee and an official member of the 12th and 13th Party Central Committees. He has held various positions, including: Permanent Vice Chairman of the Provincial People’s Committee; Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, and Head of the National Assembly Delegation of Tay Ninh province; Permanent Vice Secretary of the Ho Chi Minh City Party Committee; Secretary of the Hai Phong Party Committee, and Head of the National Assembly Delegation of Hai Phong city. Since January 2023, he has served as Deputy Prime Minister.
