The dredging and infrastructure redevelopment project in the Ben Dinh Canal area in Vung Tau City is a key project for the province. The Provincial People’s Council of Ba Ria-Vung Tau has issued Resolution No. 12/2019 on investing in the project, but it has not been implemented due to land clearance issues.
Similarly, the Long Son – Cai Mep road project, which commenced in 2020, has been hampered by procedures for converting forest land, with only about 36.7% of the total project value achieved so far. The project’s starting point connects to the road leading to the Long Son Petroleum Industrial Park in Vung Tau City, while the endpoint intersects with Road 991B in Phu My Town.
As of early May 2024, the Vung Tau City People’s Committee had completed the approval process for compensation, support, and resettlement plans for 344 out of 344 cases of land retrieval. There is a need for 111 new social housing and resettlement units. However, procedural obstacles have prevented the relocation of residents.
Mr. Vu Hong Thuan, Vice Chairman of the Vung Tau City People’s Committee, stated that as soon as the projects received investment approval, the city required the investors to establish timelines for each project, including a Gantt chart detailing tasks, schedules, responsible persons, and addresses, with accountability assigned to the leaders in charge.
According to Mr. Thuan, land clearance is a critical aspect of public investment, especially in conducting land surveys, providing support for resettlement, and allocating new residential land. To address challenges in land clearance, it is essential to not only flexibly apply supportive policies for affected landowners but also to focus on communication and explanation to ensure the public understands the project’s benefits.
Mr. Thuan emphasized the importance of communicating the benefits of the projects to the city and its residents, as well as ensuring fair compensation and support for those affected by land retrieval. This includes providing resettlement when eligible and allocating new residential land when possible, with prices based on the survey at the time of retrieval. By implementing these policies effectively and transparently, the city has gained the cooperation of landowners, as exemplified by the successful implementation of the Road 994 and Bien Hoa – Vung Tau expressway connector projects.
