The Ultimatum: A Hue Golf Course Project Worth VND 1,800 Billion

The Hue Golf Course Complex project, developed by Thien An JSC, received investment certification from the People's Committee of Thua Thien Hue Province back in 2007. Despite undergoing three adjustments to its investment policy over the years, the project has yet to obtain a building permit, even after nearly 17 years.

Delayed Construction Permits Cause Project Delays

The golf course and ancillary services complex project in Thuy Duong ward, Huong Thuy town, involves an investment of approximately VND 1,885 billion over 78.32 hectares of land. The investor, Thien An JSC, has completed land compensation and ground leveling for 58.75 hectares, for which they’ve received official lease and ownership documents from the provincial government.

Compensation procedures for the remaining 19.57 hectares have also been finalized, and Thien An JSC is now working on the paperwork to lease this portion.

The project encompasses a world-class 18-hole golf course, a clubhouse, a golf practice area, an administration and auxiliary services compound, luxury villas for golfers and eco-tourists, water reservoirs, and a landscaped garden with trees and plants.

The Thua Thien Hue provincial government issued the initial investment certificate for the “Golf Course Complex in Hue” project in October 2007. The Department of Planning and Investment then adjusted and reissued the certificate in March 2017 and December 2021.

According to the third adjustment of the investment certificate, the project timeline was revised as follows: Site clearance, leveling, and legal procedures for investment and construction were to be completed by Q1 2022. Infrastructure development, the golf practice area, the 18-hole golf course, the clubhouse, the administration compound, and some auxiliary services were to be finished by Q4 2022. Finally, the construction of the remaining villas and auxiliary services was scheduled for completion by Q4 2023.

However, as of August 24, 2022, a provincial government communiqué acknowledged the slow progress of the project, with many components yet to be initiated, including the overall infrastructure, the golf practice facilities, the luxury villas, and other auxiliary services.

Commitment to Complete the Project by December 2025

An inspection by the Thua Thien Hue Department of Natural Resources and Environment revealed that on the land where ground leveling has been completed, Thien An JSC has undertaken the following: rough terrain grading per the design’s contour lines, lake embankment construction and lining, golf course shaping, border and retaining walls, perimeter fencing, and a drainage system.

The unconstructed components, including the overall infrastructure, the golf practice area, the clubhouse, and the luxury villas, are awaiting the outcome of the basic design appraisal, which is a prerequisite for obtaining a construction permit.

On July 26, 2023, Thien An JSC submitted Document No. 47/TA-BC/2023, reporting on the project’s progress and proposing adjustments to the timeline per the provincial government’s directives. The company committed to completing the entire project by December 2025.

Currently, the Department of Planning and Investment is advising the provincial government on adjusting the project timeline. Additionally, Thien An JSC has submitted a feasibility study report to the Department of Construction Management under the Ministry of Construction for appraisal, aiming to finalize the project timeline adjustment proposal.

The Chief Inspector of the Thua Thien Hue Department of Natural Resources and Environment has requested that Thien An JSC adhere to the designated land area and boundaries and the intended land use. The company has also been urged to declare and pay non-agricultural land use taxes and expedite project implementation to ensure efficient land utilization, in compliance with legal regulations.
