Compulsory Eviction: Residents Face Eviction if They Refuse to Hand Over Land for the Hoa Lien-Tuy Loan Expressway Construction

The Danang authorities will take enforcement action against those who refuse to hand over their land for the construction of the Hoa Lien - Tuy Loan Expressway.

On August 27, Mr. Ho Ky Minh, Vice Chairman of the Da Nang People’s Committee, worked with the People’s Committee of Hoa Vang district, the investor, and the contractor of the Hoa Lien – Tuy Loan Expressway project to discuss the difficulties in constructing the project.

At the meeting, a representative of the Truong Son Construction Corporation (the contractor) stated that the expressway project, passing through Hoa Lien commune (Hoa Vang district), is still obstructed by residential houses, affecting the construction of the bridge on the route.

Meanwhile, a representative of Company 17 Ltd (the contractor) described the construction challenges faced by the company in Hoa Lien, Hoa Son, and Hoa Nhon communes due to land clearance issues. They mentioned that when the company brought in equipment and machinery for construction, local residents obstructed their work. Therefore, this contractor requested that the authorities provide support when faced with such hindrances.

According to Mr. Phan Van Ton, Chairman of Hoa Vang District People’s Committee, there are still 70 cases of land that have not been handed over along the main route of the expressway. The authorities of Hoa Vang district are striving to hand over 36 cases before August 31. The remaining 34 cases, which require compulsory measures, are located in all three communes: Hoa Lien, Hoa Son, and Hoa Nhon.

Mr. Ton requested that the investor and contractors expedite construction work at the sites where land has been handed over to ensure progress.

Mr. Ton also mentioned that there are “hotline” teams in the communes to address any construction hindrances. He asserted, “If the communes don’t take action, I will go down there myself,” adding that compulsory measures would be carried out by September 10 to ensure land clearance at the sites requested by the investor.

At the meeting, Mr. To Van Hung, Secretary of the Hoa Vang District Party Committee, assured that the district would deploy forces to support the construction units at sites where land has been handed over. He stated that they would continue to persuade and support the remaining households until August 31. After that, if the households still do not comply, they will proceed with compulsory measures.

Concluding the meeting, Mr. Ho Ky Minh, Vice Chairman of the Da Nang People’s Committee, requested that the investor and contractors start working simultaneously, and the local authorities would provide support wherever there are obstacles.

Mr. Minh also urged the authorities to focus their efforts on compensation and site clearance for the project. He emphasized that the city’s technical infrastructure must also have a clear timeline for clearance and handover.

The construction of the Hoa Lien – Tuy Loan Expressway is still hindered by some unresolved land clearance issues.

The 11.5-km-long Hoa Lien – Tuy Loan Expressway passes through Hoa Lien, Hoa Son, and Hoa Nhon communes in Hoa Vang District, Da Nang City, with a total investment of over VND 2,100 billion.

The project is invested by the Ho Chi Minh Road Project Management Board. The contractors include the Truong Son Construction Corporation, the Transport Construction Corporation No. 5, and Company 17 Ltd.

In the phased investment stage, the project is built with four completed lanes, a road width of 22m, a surface width of 14m, and a designed speed of 80km/h. In the complete stage, the expressway will have six lanes with a road width of 29m.
