The Central Province of Thua Thien Hue Aspires to Become a Centrally-Controlled City, Aspiring for a Metropolitan Status Upgrade

On August 30, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 924/QD-TTg, recognizing the proposed formation of a centrally-administered city within Thua Thien Hue province, meeting the criteria for a first-tier urban area.

The area of Thua Thien Hue Province is expected to become a centrally-governed city, recognized as meeting the criteria for a first-tier city.

The scope of the urban classification evaluation encompasses the entirety of Thua Thien Hue Province’s existing administrative boundaries, spanning an area of 4,947.11 km2. The proposed city center, encompassing the anticipated establishment of two districts within the centrally-governed city, covers the entirety of the existing administrative boundaries of Hue City, with a total natural area of 266.46 km2.

Previously, on July 22, 2024, a conference was held at the headquarters of the Ministry of Construction to appraise the proposal for recognizing the area of Thua Thien Hue Province, which is expected to become a centrally-governed city, as meeting the criteria for a first-tier city, and to assess the level of infrastructure in the areas expected to become districts and wards within the Thua Thien Hue urban area. The conference was chaired by Nguyen Tuong Van, Deputy Minister of Construction and Chairman of the Appraisal Council. It was attended by members of the appraisal council from various central ministries, branches, and agencies. The provincial delegation included Le Truong Luu, Member of the Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, and Head of the Provincial Delegation of the National Assembly; and Hoang Hai Minh, Vice Chairman of the Provincial People’s Committee.

In accordance with Resolution No. 54-NQ/TW dated December 10, 2019, of the Politburo; Decision No. 1745/QD-TTg dated December 30, 2023, approving the Master Plan for Thua Thien Hue Province for the period 2021-2030, with a vision towards 2050; Decision No. 108/QD-TTg dated January 26, 2024, approving the General Planning of Thua Thien Hue Urban Area until 2045, with a vision towards 2065, approved by the Prime Minister; and the Thua Thien Hue Urban Development Program, by 2025, Thua Thien Hue is envisioned to become a centrally-governed city. The proposed urban model comprises nine administrative units, including two districts, three towns, and four districts.

Specifically, the area expected to become the Phu Xuan District covers an area of 127.05 km2 and has a population of approximately 203,142 people. It comprises 13 wards of the current Hue City (namely An Hoa, Dong Ba, Gia Hoi, Thuan Loc, Tay Loc, Thuan Hoa, Kim Long, Huong So, Huong Long, Phu Hau, Huong An, Huong Vinh, and Long Ho). Meanwhile, the anticipated Thuan Hoa District will be established on the remaining area of the current Hue City, spanning 139.41 km2 in natural area and accommodating a population of roughly 297,507 people. It will encompass 19 wards, including An Cuu, An Tay, Vy Da, Phuoc Vinh, Truong An, Phu Nhuan, Thuy Bieu, Phu Hoi, An Dong, Vinh Ninh, Phuong Duc, Thuy Xuan, Xuan Phu, Thuy Van, Phu Thuong, Huong Phong, Thuy Bang, Thuan An, and Duong No.

The three towns, namely TX. Phong Dien, TX. Huong Thuy, and TX. Huong Tra, are envisioned to play a supportive role in preserving the central urban area, promoting the unique values of the ancient capital, and safeguarding the tangible and intangible cultural heritage recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO).

The province will also comprise four districts: Phu Vang, Quang Dien, A Luoi, and the expected merger of Phu Loc and Nam Dong districts.

Following a thorough review and assessment of Thua Thien Hue Province’s current status against the criteria and standards stipulated in Resolution No. 26/2022/UBTVQH15 dated September 21, 2022, and Resolution No. 1210/2016/UBTVQH13 of the National Assembly Standing Committee, it has been determined that Thua Thien Hue has fulfilled the criteria and standards for a first-tier city directly under the Central Government. Additionally, the two areas expected to become districts and the five areas anticipated to become wards have met the infrastructure development standards for districts and wards of a first-tier city directly under the Central Government.

In terms of infrastructure, the reviewing agencies highly commended Thua Thien Hue’s urban infrastructure development, gradually affirming its role, potential, and strengths. The province boasts a clear functional zoning system, a modern urban landscape that preserves the cultural identity of Hue, and a unique blend of cultural, heritage, ecological, scenic, environmentally friendly, and smart characteristics.

The Appraisal Council unanimously approved the proposal, concluding that the area of Thua Thien Hue Province, which is expected to become a centrally-governed city, meets the criteria for a first-tier city directly under the Central Government, with a total score of 82.91 points.

The Appraisal Council also assessed that the two areas expected to become districts meet the infrastructure development standards for districts of a first-tier city directly under the Central Government. Additionally, five areas were evaluated as meeting the infrastructure development standards for wards of a first-tier city directly under the Central Government.

The existing towns within the province have also been reviewed and classified according to urban classification criteria (including Huong Thuy Town, Huong Tra Town, and the class-5 towns of A Luoi, Khe Tre, Sia, Phu Loc, Lang Co, Phu Da, Thanh Ha, Vinh Thanh, La Son, and Vinh Hien).

On August 2, 2024, the Ministry of Construction issued Decision No. 750/QD-BXD on recognizing the area expected to become Phong Dien Town, Thua Thien Hue Province, as meeting the criteria for a fourth-tier city, and Decision No. 751/QD-BXD on recognizing the areas expected to become wards within Phong Dien Town as meeting the infrastructure development standards for wards of a fourth-tier city.

Based on the Decision recognizing the area of Thua Thien Hue Province, which is expected to become a centrally-governed city, as meeting the criteria for a first-tier city, the province is expediting the completion of the remaining procedures to submit the proposal for establishing a centrally-governed city to the competent authorities in the near future. Thua Thien Hue aims to become a centrally-governed city by 2025, as outlined in Resolution 54-NQ/TW of the Politburo.
