The Political Report: Assessing Five Years of Socio-Economic Strategy

On September 6, at the Party Central Committee's Headquarters, the Politburo convened to discuss and provide feedback on the draft report evaluating the 5-year implementation of the 10-year (2021-2030) socio-economic development strategy, as well as to deliberate on the directions and tasks for socio-economic development for the upcoming 5-year period of 2026-2030.

After listening to the presentation of the draft Report by the representative of the Sub-Committee on Socio-Economic Affairs of the 14th Congress, the Politburo discussed and basically agreed on the major and important viewpoints and policies in the draft Report. At the conclusion of the conference, Comrade General Secretary and President To Lam noted and emphasized the following points:

First, the Sub-Committee on Socio-Economic Affairs of the 14th Congress has seriously taken on board the opinions of the Central Committee members at the 9th Central Committee Conference. They have also conducted in-depth studies on specific topics in critical and important areas, as well as on the content of the resolutions of the Central Committee and the Politburo, to incorporate them into the draft Report. Additionally, they have promptly updated the content to ensure consistency between the two Reports, with the Political Report being the central document and the Socio-Economic Report being a specialized one.

Second, the implementation of the Strategy took place amid extremely complex and unprecedented domestic and global developments, with impacts far exceeding initial predictions. Our country was profoundly affected by unfavorable external factors, especially the COVID-19 pandemic and military conflicts in certain regions. Despite these challenges, we still achieved many important, outstanding, and fairly comprehensive results, essentially fulfilling the set goals. Vietnam is now classified as an emerging industrial country, having transcended the lower-middle-income level. The human development index has improved, establishing a foundation for higher development in the subsequent phase.

Third, based on the development viewpoint and objectives, the Report must further clarify the key tasks and solutions to continue perfecting the development institution and enhancing the quality of the socialist-oriented market economy institution; vigorously develop science, technology, innovation, and digital transformation; fundamentally and comprehensively renew education and training in an effective and practical manner; promote industrialization and modernization, restructuring the economy in conjunction with growth model innovation; develop synchronous infrastructure; advance culture and ensure social progress and equity; efficiently manage and utilize resources; protect the environment; strengthen national defense and ensure national security; enhance the efficiency of foreign affairs and international integration; guarantee social order and safety; and vigorously build a socialist rule-of-law state.

The Politburo requested that the Sub-Committee on Socio-Economic Affairs of the 14th Congress promptly finalize the Report evaluating the five-year implementation of the 10-year Socio-Economic Development Strategy for 2021-2030 and the socio-economic development orientation and tasks for 2026-2030, to be submitted to the 10th Conference of the 13th Party Central Committee.
