On the morning of December 6th, Prime Minister Pham Minh Chinh chaired the Government’s regular meeting for November 2025, discussing several critical agendas.
During the meeting, Minister of Construction Tran Hong Minh reported to the Prime Minister on the efforts to address landslides on national highways and expressways following heavy rainfall. He noted that there are still 8 locations on local-managed national highways where traffic has not been restored (5 on QL.27C, 1 on QL.27 in Khanh Hoa province, 1 on QL.20 in Lam Dong province), and a new landslide occurred on QL.28 in Lam Dong province due to heavy rain on December 3rd. Road maintenance teams are working diligently to reopen these routes as soon as possible.
On the Van Phong-Chi Thanh expressway, severe landslides caused by heavy rain have led to road foundation fractures. The Ministry of Construction has directed units to expedite repairs, aiming to complete the expressway before December 30th.
Completion of 3,188 km of Expressways
“For expressway projects scheduled to open on December 19th, the Ministry of Construction has organized 22 inspection teams led by Deputy Ministers to oversee each project, ensuring tight progress control. By the end of 2025, 3,188 km of expressways will be operational, including main routes, frontage roads, and local access roads.
Notably, including interchanges and junctions, the country will complete a minimum of 3,513 km of expressways and 1,701 km of coastal roads by year-end. This exceeds the targets set by the Prime Minister in Resolution 50/NQ-CP dated May 20, 2021, which aimed for at least 3,000 km of expressways and approximately 1,700 km of coastal roads in 2025,” the Minister stated.
Regarding preparations for the groundbreaking of major projects on December 19th, the Ministry of Construction has compiled reports from 34 provinces/cities and ministries, registering 239 projects for commencement and inauguration (152 groundbreaking, 87 inauguration). The total investment value of these projects is approximately 1,240,537 trillion VND, with state budget participation at 545.2 trillion VND (44%).
The Minister added that if Hanoi includes two additional large-scale projects—the Olympic Sports Urban Subdivision and the Hong River Landscape Avenue—as directed by the Prime Minister, the total investment value of the projects will exceed 2 million trillion VND.
Reporting on Component Project 1 of the Lao Cai – Hanoi – Hai Phong railway, Minister Tran Hong Minh confirmed that the Ministry of Construction has collaborated closely with local authorities on land clearance, ensuring the critical railway project is ready for groundbreaking on December 19th.
Achievement of 100,000 Social Housing Units
On the completion of 100,000 social housing units in 2025, Minister Tran Hong Minh reported that as of November, 82,647 units have been completed, and by the end of December 2025, the country is projected to have 102,146 units, achieving 102% of the assigned plan.
During the meeting, the Prime Minister requested the Minister of Construction to address concerns about whether completed social housing units are accessible to citizens and the issue of “brokers” inflating prices, as reported by the media.
In response, Minister Tran Hong Minh assured that following the Prime Minister’s directive, the Ministry of Construction and local authorities have taken decisive action to rectify the “broker” issue in social housing purchases. Currently, all eligible social housing projects are being transacted openly and transparently online, in full compliance with legal regulations.
Prime Minister: Crafting Superior, Competitive Policies to Pilot Free Trade Zones
The Prime Minister emphasized the need to clarify the concept of a free trade zone, highlighting its similarities and differences with an international trade center. He noted that while there are commonalities in the mechanisms and policies for both entities, there are also distinct differences. The Prime Minister urged the flexible and creative application of existing regulations to effectively address these nuances.

On the morning of December 5th, Prime Minister Pham Minh Chinh chaired a meeting of the Government’s Standing Committee to provide feedback on a free trade zone proposal, which is set to be submitted to the relevant authorities. The meeting also addressed proposed mechanisms and policies aimed at advancing the development of a national petrochemical and energy hub within the Dung Quat Economic Zone in Quang Ngai Province.
