Unifying Two Major Plans into a Century-Long Comprehensive Master Plan for the Capital

Hanoi People’s Committee Chairman Vu Dai Thang has signed and issued Plan No. 03-KH/BCĐ, outlining the 2025-2026 tasks for the Steering Committee responsible for reviewing and developing the 100-year vision Master Plan for the Capital.

This plan aims to ensure that the goals, directions, key tasks, and breakthrough initiatives of the Capital’s Master Plan, as directed by the Central Government and the Prime Minister, are fully integrated into the resolutions, programs, and plans of the City Party Committee, People’s Council, People’s Committee, and party committees at all levels. It also seeks to enhance coordination among Party agencies, government bodies, the Vietnam Fatherland Front, and mass organizations, fostering unity in awareness and action across the entire political system.

The plan adheres to the principle of “clarity in personnel, tasks, timelines, responsibilities, authority, and outcomes,” explicitly defining the accountability of leaders for assigned tasks. It ensures feasibility, consistency, and a strong connection between the Party’s leadership and the management and administration of authorities at all levels.

The Hanoi People’s Committee requires the issuance of the Steering Committee’s Working Regulations and Work Plan in 2025, serving as the foundation for the synchronized implementation of tasks related to reviewing and developing the 100-year vision Master Plan for the Capital.

Hanoi’s leadership has directed the study and implementation of merging the Capital Planning and the Adjustment of the Capital’s General Plan into the “100-year vision Master Plan for the Capital.” This integration is based on updated development contexts, the National Master Plan, regional plans, plans of neighboring provinces, and strategic directions from the Central Government.

For 2026 and subsequent years, Hanoi aims to complete the preparation, appraisal, and approval of the Capital’s Master Plan, ensuring the synchronized execution of tasks as per the approved Plan.

The Steering Committee will periodically review the tasks of agencies and units, urging the completion of key objectives and breakthrough initiatives of the Capital’s Master Plan. It will also organize a summary for the 2026–2030 period, comprehensively evaluating the implementation results.

Following the issuance of the Plan, the Hanoi People’s Committee has also released documents on the Operating Regulations of the Steering Committee for reviewing and developing the 100-year vision Master Plan for the Capital, as well as the establishment of the Support Team for this Steering Committee.
