Establishment of Working Group to Supervise the Implementation of Hanoi and Ho Chi Minh City Urban Railways

Prime Minister Pham Minh Chinh, Head of the National Steering Committee on Major National Projects and Key Programs, Ministry of Transport, has recently signed Decision No. 62/QD-BCDCTTDG to establish a working group to assist the Steering Committee and lead the progress of implementing urban railway projects in Hanoi and Ho Chi Minh City (the Work Group).

The head of the task force is Deputy Prime Minister Tran Hong Ha.

The deputy heads are: Minister of Transportation Nguyen Van Thang; Minister of Construction Nguyen Thanh Nghi; Chairman of Hanoi People’s Committee Tran Sy Thanh; and Chairman of Ho Chi Minh City People’s Committee Phan Van Mai.

Members include: Senior Lieutenant General Luong Tam Quang, Deputy Minister of Public Security; Deputy Head of the Government Office Nguyen Sy Hiep; Deputy Minister of Natural Resources and Environment Tran Quy Kien; Deputy Minister of Construction Bui Xuan Dung; Deputy Minister of Planning and Investment Do Thanh Trung; Deputy Minister of Finance Vo Thanh Hung; Deputy Minister of Justice Nguyen Khanh Ngoc; Deputy Minister of Foreign Affairs Nguyen Minh Hang; and Deputy Minister of Transportation Nguyen Danh Huy.

The decision states that based on the requirements of the task during the operation, the head of the Steering Committee decides to change or add members to the task force. The task force will be disbanded after the project is completed and put into operation or as directed by the Prime Minister.

Members of the task force work part-time. Depending on the requirements and content of the work, the head of the task force will invite leaders of relevant agencies and localities to participate in the task force’s meetings.

The task force assists the Prime Minister in directing, urging, and reviewing relevant ministries, sectors, and agencies in resolving important, inter-sectoral issues, handling difficulties and obstacles, and promptly removing mechanisms to ensure the progress of urban railway projects implemented in Hanoi and Ho Chi Minh City.

Responsibilities and powers of the task force

The task force assists the Prime Minister in coordinating and directing the implementation of urban railway projects in Hanoi and Ho Chi Minh City to ensure progress.

In addition, the task force regularly monitors and checks the progress of the Projects, proactively and promptly supports Hanoi People’s Committee, Ho Chi Minh City People’s Committee, and related units in ensuring progress in accordance with the direction of the Prime Minister.

Monthly, the task force assesses the implementation results, promptly detects shortcomings and obstacles, resolves or reports to the Prime Minister for consideration and settlement in accordance with their authority.

The task force researches, proposes solutions, resolves difficulties and obstacles, and policies to implement the investment of projects proposed by units, submitted to competent authorities for consideration and decision; survey organized research, study the experience of a number of countries with modern urban railways; and invite experienced domestic and international experts.

The Ministry of Transport is the permanent body of the working group; using its own apparatus for the task of supporting the task force; developing a work plan and program, synthesizing the content of the report, and drafting conclusions for the task force’s meetings.

Working regime of the task force

The decision states that the Deputy Prime Minister – Head of the task force when signing the directives uses the Prime Minister’s seal; the Deputy Heads of the Task Force, and members of the task force use when signing documents to perform the duties of Members of the Task Force the seal of the ministry, sector, or locality.

All members of the task force work according to the regime of promoting personal responsibility and setting an example.

The operating costs of the task force are ensured by the state budget and are arranged in the regular budget of the Ministry of Transport, ensuring compliance with the provisions of the State Budget Law and the provisions of the law on the management of the state budget.

Information reporting regime of task force

Hanoi People’s Committee and Ho Chi Minh City are responsible for reporting on the implementation of the projects to the Standing Agency of the task force for periodic monthly synthesis, extraordinary at the request of the task force.

The Standing Agency of the task force is responsible for synthesizing, reporting to the task force on the implementation status of the projects periodically for 1 month, extraordinary at the request of the task force.

The task force is responsible for reporting to the Prime Minister on the task force’s operations monthly, extraordinary at the request of the Prime Minister.

Previously, on July 23, 2022, the Prime Minister issued Decision No. 884/QD-TTg establishing a National Steering Committee for key national projects and works, a key sector of the transportation industry. The head of the steering committee is Prime Minister Pham Minh Chinh.
