Hundreds of Thousands of Rental Properties Inspected in Hanoi

Specifically, Lieutenant General Nguyen Hai Trung, Director of Hanoi Police, stated that regarding rental properties, the police have inspected nearly 37,000 such establishments in the city. They have issued fines for 3,134 cases involving 4,310 violations, totaling nearly VND 13 billion in penalties. Additionally, 672 cases were temporarily suspended, 75 are currently suspended, and 16,479 establishments were ordered to cease operations.

In terms of mini apartments, 193 such facilities in Hanoi were inspected; 14 cases were temporarily suspended, 4 are currently suspended, and 22 were ordered to stop operating.

For residences combined with production and business activities, nearly 6,000 establishments were inspected; 435 cases were fined for 636 violations, with penalties totaling nearly VND 487 million. Nine cases were temporarily suspended, 1 is currently suspended, and 129 establishments were ordered to halt operations.

Regarding kindergartens and daycare centers, inspections were carried out at 935 institutions in Hanoi, resulting in fines for 59 cases, totaling over VND 200 million. Twenty-three cases were temporarily suspended, 2 are currently suspended, and 32 establishments were ordered to cease operations.

As for private clinics, 443 facilities in the city were inspected, with 34 cases fined, totaling VND 203 million in penalties. One case was temporarily suspended, 1 is currently suspended, and 16 establishments were ordered to stop operating; 100% of investors signed a commitment to comply.

In the context of apartments, 317 buildings in the city were inspected, resulting in fines for 4 cases/6 violations, with penalties totaling over VND 93 million. Two cases were temporarily suspended, and 2 are currently suspended.

For event organizing centers, 23 facilities were inspected, with 1 case fined and 1 currently suspended.

Concerning illegal and unlicensed constructions, 700 such sites in the city were inspected, leading to fines for 155 cases, with penalties totaling over VND 1.3 billion. Twenty-eight cases were temporarily suspended, 9 are currently suspended, and 50 establishments were ordered to halt operations.

Regarding the frequent occurrence of fires causing significant losses of life and property, Colonel Nguyen Minh Khuong, Deputy Director of the Fire Prevention and Control Department (C07) of the Ministry of Public Security, stated that for establishments violating fire prevention and control regulations, temporary suspension or cessation of operations will be imposed, and units will closely monitor these violators.

Additionally, authorities will focus on完善ing policies and laws related to fire prevention and control; tightening discipline, improving state management effectiveness, and strictly enforcing the responsibility of management subjects as stipulated by law. They will also intensify inspections and handle all fire prevention and control violations in accordance with legal regulations. Violators must rectify their violations before resuming operations. Efforts will continue to encourage households to comply with fire prevention and control requirements, such as installing fire extinguishers and escape ladders to proactively handle potential fire incidents.

Colonel Nguyen Minh Khuong also emphasized the need to enhance the role and responsibility of local authorities in performing state management tasks related to fire prevention and control for establishments and residential areas under their management. He stressed the importance of tightening construction permit procedures and ensuring fire safety and other necessary conditions.

According to Colonel Nguyen Minh Khuong, the guiding principle should be to place the people at the center, considering them the driving force and the primary resource. The utmost priority should be given to human life. It is crucial to strengthen communication and promote awareness of fire prevention and control regulations and emergency rescue among households and individuals, helping them understand the significance of compliance.
