The Great Heist: 11 More Arrested in the Case of 150 Stolen Land Use Right Certificates Worth VND100 Billion in Bank Loans

The Soc Trang Provincial Police have made a breakthrough in their investigation into the embezzlement of over 150 land use rights certificates, with the recent arrest and prosecution of 11 additional suspects. This development follows the earlier prosecution of six bank officials, as authorities unravel the intricate web of illegal activities that led to the misappropriation of over VND 100 billion from unsuspecting citizens.

The Soc Trang Provincial Police have announced that on July 18, the Investigation Police Agency decided to prosecute and arrest 11 individuals for “appropriation of property by fraud.” The accused are: Bui Van Hoang, born in 1962; Le Thanh Liem, born in 1983; Tran Gia Huy, born in 1992; Ong Thi Hoa, born in 1964; Thach Sa Let, born in 1980; Lam Quoc Si, born in 1998; Bui Thu Ha, born in 1967; Duong Nhut Que, born in 1983; Nguyen Thi Cuc, born in 1972; Huynh Van Len, born in 1981; and Do Be Hoang, born in 1987. All the accused reside in Vinh Chau town, Soc Trang province.

The prosecution decisions have been approved by the People’s Procuracy of the same level.

According to the investigation results, from 2019 to 2022, these individuals aided and abetted Trinh Tuan Kiet, born in 1991 and residing in Vinh Chau town, Soc Trang province, in committing fraud on the local premises. Specifically, they advertised that they were willing to lend money to local residents at low-interest rates and with simple procedures, requiring only a land use right certificate (“red book”) as collateral for immediate disbursement.

After lending money to residents and obtaining their “red books,” Kiet would transfer the land use rights to another person and then mortgage the land to a bank to borrow a much larger sum than the amount he had lent to the residents.

Using this scheme, Kiet and his accomplices appropriated more than 150 land use right certificates from residents in Vinh Chau town and mortgaged them to banks to borrow over VND 100 billion for personal use. The Soc Trang Provincial Police, while monitoring the situation and managing the area, discovered the group’s activities and focused on investigating and clarifying the case.

Accused Trinh Tuan Kiet was previously prosecuted and arrested

Previously, on October 26, 2023, the Investigation Police Agency of Soc Trang Provincial Police initiated a prosecution and arrested Trinh Tuan Kiet for “appropriation of property by fraud.”

In relation to this case, the Investigation Police Agency of Soc Trang Provincial Police has also prosecuted six bank officers, of whom three were temporarily detained and three were left at large, for investigating and clarifying their violations of banking regulations.

The case is still under investigation, and the authorities will handle it according to the law.
