On the afternoon of August 14, at a press briefing announcing the results of the 26th meeting of the Central Steering Committee for Corruption and Negative Phenomenon Prevention and Control, Major General Hoàng Anh Tuyên provided updates on two high-profile cases involving the Thuận An and Phúc Sơn corporations, which are currently under investigation by the Ministry of Public Security’s investigative agency.

Intensive Investigation and Expansion of the Thuận An Corporation Case

Regarding the case related to Thuận An Corporation, Major General Tuyên announced that the investigation was initiated on April 1, 2024, and so far, eight suspects have been indicted. The Ministry of Public Security’s Criminal Investigation Agency is working diligently to uncover irregularities in the corporation’s bidding and project implementation processes.

The agency is committed to allocating additional resources to expand the investigation, recover state assets, and ensure that the involved parties are held accountable for their wrongdoing. The indicted individuals have acknowledged their offenses and taken steps toward restitution, either voluntarily or through family encouragement.

As of now, approximately VND 62 billion and USD 40,000 linked to the suspects and related individuals have been confiscated. The Steering Committee has not imposed a deadline for the case’s completion, but the Criminal Investigation Agency aims to expedite the process.

Complex Nature of the Phúc Sơn Corporation Case

The case concerning Phúc Sơn Corporation, which was initiated on February 26, 2024, has led to the indictment of 23 individuals thus far. Major General Tuyên emphasized the complexity of this case, involving multiple localities and a vast amount of information and documentation.

In terms of asset recovery, the investigation agency has seized over VND 300 billion, nearly USD 2 million, more than 500 gold bars, and over 1,000 land-use right certificates. They are in the process of reinforcing evidence and expanding the investigation to recover misappropriated assets and clarify the wrongdoings of certain suspects and related individuals.

Expansion of the Vạn Thịnh Phát and SCB Case: Conclusion of Phase 2 Investigation

Major General Tuyên provided an update on the expanded investigation into the Vạn Thịnh Phát Corporation case, sharing that the Ho Chi Minh City High-Level People’s Court is preparing for the appellate trial of Phase 1. Upon the conclusion of Phase 1, the Ministry of Public Security’s Criminal Investigation Agency proceeded with the expansion of the investigation.

To date, the agency has issued investigation conclusions and proposed the prosecution of 34 suspects for offenses including fraud, appropriation of property, money laundering, and illegal cross-border fund transfers. The case has entered Phase 2, which has been completed in terms of investigation. Additionally, the agency is investigating a case of “Bribery, Abuse of Position and Power while on Duty” that occurred in Lam Dong province and other localities, as an expansion of the case involving Vạn Thịnh Phát and SCB. Nine suspects have been indicted in this expanded investigation.
