On the morning of August 29, in Hung Yen province, Prime Minister Pham Minh Chinh attended the inauguration of the 500 kV power line Project, Phase 3, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).
The event was organized by the Vietnam Electricity Group (EVN) and the National Power Transmission Corporation (EVNNPT) in a hybrid format, with the main venue at the 500 kV Pho Noi substation (Hung Yen) and online connections to 8 other locations in the provinces through which the project passes.
Attending the inauguration at the respective venues were Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, and President of the Vietnam Fatherland Front Central Committee; Deputy Prime Ministers, leaders of central agencies and departments, leaders of the provinces of Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, and Hung Yen, as well as leaders of EVN and EVNNPT, and representatives of local communities along the power line route.
The 500 kV power line Project, Phase 3, from Quang Trach to Pho Noi, is a large-scale project with a total length of 519 km, consisting of 2 circuits with 1,177 tower positions, and a total investment of over VND 22,300 billion (nearly USD 1 billion).
The project involved excavation of more than 2.5 million cubic meters of earth and rocks, used over 705,000 cubic meters of concrete, nearly 70,000 tons of foundation steel, and a total of 139,000 tons of steel tower construction. Additionally, nearly 14,000 km of various types of power cables were installed.
This urgent and important project is designed to enhance the transmission capacity of the 500 kV system from the Central to the Northern region, increasing it from the current 2,500 MW to 5,000 MW. It will improve the stability of the power system, boost power supply to the North in 2025 and subsequent years, reduce congestion and overload risks for existing 500 kV power lines and substations, and contribute to ensuring national energy security.
According to EVN and EVNNPT, the project faced significant challenges during construction. However, with new approaches and methods compared to previous projects, the construction time was significantly shortened, meeting the progress requirements set by the Prime Minister. This is unprecedented for 500 kV power line projects, as similar-scale projects typically take 3 to 4 years to complete.

Previously, the 500 kV power line Project, Phase 3, from Pleiku to My Phuoc to Cau Bong, with a length of 437 km, took nearly 3 years to complete, while the 500 kV power line Project, Phase 3, from Vung Ang to Quang Trach to Doc Soi to Pleiku 2, with a length of 740 km, took almost 4 years.
In contrast, the Quang Trach-Pho Noi 500 kV power line project was completed in approximately 6 months. In terms of scale, while the 500 kV North-South power line, Phase 1, required the construction of 60,000 tons of steel towers, this project needed 139,000 tons of steel, more than twice as much.
Prime Minister Pham Minh Chinh has continuously chaired meetings to review and urge progress, as well as inspected the construction site. He instructed the leaders of ministries, sectors, and localities, political and social organizations, EVN, EVNNPT, consulting units, material and equipment suppliers, and construction units to work with the spirit of “overcoming the sun, winning against the rain, and not losing to the wind and storms,” “only discussing how to do, not how to retreat,” “working during the day and night if necessary,” “eating quickly and sleeping urgently,” and maintaining a 24/7 work schedule with “3 shifts and 4 teams.” Thanks to this determination and effort, the project has been completed and put into operation as directed by the Prime Minister.
