Previously, in late 2022, the Criminal Police Department for Environmental Offenses under the Ministry of Public Security had initiated a criminal case for “Production and trading of counterfeit food products” involving Holland Milk Joint Stock Company, located at 335 Tran Cung, Bac Tu Liem district, Hanoi, along with its branches and warehouses.
During the investigation, the authorities collected 67 samples from 33 product types of Holland Milk Joint Stock Company. The test results showed that 66 out of 67 batches had quality indicators below 70%, with a total quantity of 29,400 cans/boxes and invoice value of over VND 4.1 billion.

The investigation determined that after constructing the Holland Milk Factory (located at Km39, National Highway 18, Cong Hoa ward, Chi Linh city, Hai Duong), Nguyen Trung Vuong directly instructed employees in the production and distribution process, from purchasing raw materials, establishing production procedures, receiving orders to selecting products and quantities, unit prices, and delivery times.
Subsequently, production orders were issued, and raw materials and additives were weighed according to preset formulas. The mixture was then fed into the canning machine, sealed, labeled, and given a shelf life. The products were then inspected, packed into cartons, stored in the finished goods warehouse, and transported to consumers. The production process was mostly managed remotely via computer networks and Zalo groups between the CEO and the employees.
Additionally, the investigation discovered that Do Minh Thu, the Chief Accountant of Holland Milk Joint Stock Company, had altered two test result slips and forged documents from the People’s Committee to legalize the products. The investigating agency separated Thu’s conduct into a separate criminal case, and the prosecuting agency charged and tried her for “Forgery of seals and documents of agencies and organizations” and “Use of forged seals or documents of agencies and organizations.”
On April 16, 2024, the People’s Court of Chi Linh city sentenced Do Minh Thu to 62 months in prison.
