The capture of Phan Cong Khanh, Vice Director and ‘super car smuggler’, who deceived billions, who is she/he?

Ho Chi Minh City Police have decided to press charges, issue arrest warrants, and detain the accomplices of Phan Cong Khanh.

On February 9, the Criminal Police Department (PC02) under the Ho Chi Minh City Police Department decided to initiate criminal proceedings and issue an arrest warrant for Huynh Xuan Van (37 years old, residing in Binh Chanh district) for the charge of “Fraudulently misappropriating property.” These decisions and orders have been approved by the Ho Chi Minh City Procuracy.

During the investigation into the cases of “Fraudulently misappropriating property” and “Abusing trust to misappropriate property” in 2023 involving Phan Cong Khanh and his accomplices, PC02 determined that in 2019, Phan Cong Khanh and Huynh Xuan Van jointly established K-Supper Trading and Services Company Limited, with each person contributing 50% of the capital, according to the Tien Phong newspaper.

Phan Cong Khanh holds the position of director and legal representative of the company, while Huynh Xuan Van is the deputy director and a shareholder of the company.

Phan Cong Khanh is known as a wealthy car and high-displacement motorcycle enthusiast in Vietnam. 

In June 2023, Phan Cong Khanh contacted and borrowed two cars, a McLaren and a Mercedes G800 Brabus, from L.H.P (32 years old, from Kien Giang province) to display at the showroom’s opening ceremony on June 8, 2023.

Due to their previous relationship and the fact that L.H.P had previously bought two cars from Khanh, he trusted and agreed to lend them. At the time of the loan, the vehicle registration certificates (original copies) were still with both cars.

When they needed money to repay debts, Phan Cong Khanh and Huynh Xuan Van discussed and decided to sell L.H.P’s cars to obtain money. Using the tactic of forging ownership rights, Van contacted and persuaded T.H.P to agree to buy the cars for 24.5 billion VND on June 13, 2023, according to Người lao động newspaper.

After the loan period, L.H.P continuously tried to contact Phan Cong Khanh to get his cars back but was unsuccessful. On June 30, 2023, Khanh only returned the McLaren car to L.H.P.

Upon learning about Phan Cong Khanh and his associates being detained and prosecuted by PC02 for fraudulent misappropriation of property through the media, L.H.P filed a denunciation to the police.

In July 2023, the Ho Chi Minh City Police Investigation Agency issued an emergency arrest warrant, ordered the temporary detention, and issued an emergency arrest warrant for Phan Cong Khanh for the charge of “Fraudulently misappropriating property.”

In addition, the Ho Chi Minh City Police also issued an arrest warrant for the temporary detention and investigation of Mohamach Da Pha (27 years old, from An Giang province) for the charge of “Fraudulently misappropriating property.” Mohamach Da Pha is an employee of Phan Cong Khanh’s K-Super showroom.
