Ho Chi Minh City boasts over 10,000 resettlement apartments.

The Construction Management and Appraisal Center has successfully handled over 10,000 resettlement apartments. Among them, the city has decided to auction off nearly 5,000 apartments.

According to the Ho Chi Minh City Department of Construction, in August 2022, the Ho Chi Minh City People’s Committee decided to transfer the state-owned housing fund within the city’s jurisdiction (except for the Ho Chi Minh City Housing Business Management Company) to the Housing Management and Construction Appraisal Center (under the Department of Construction) for management and operation.

Among them, the total number of resettlement apartments received as directed is 10,328 units. So far, the units under the Department of Construction have received 9,967 apartments, there are still 365 apartments not yet received, and 296 apartments not received because the People’s Committees of the districts, districts, and Thu Duc City have arranged for resettled households.

The Vĩnh Lộc B resettlement area (Binh Chanh District) with a scale of nearly 2,000 apartments serves compensation projects in the city.

The Housing Management and Construction Appraisal Center has been directed to receive 2,333 resettlement land plots. So far, the unit has received 1,192 plots, not yet received 709 plots, and the remaining 432 plots are not received because the localities have allocated them to resettled households.

In the apartment fund and resettlement land plots, Ho Chi Minh City has a policy to auction 4,927 apartments and 40 land plots.

The Department of Construction proposes the Department of Natural Resources and Environment, the Branch of the Land Registration Office of Thu Duc City, and the districts to contribute opinions on the process of handling internal drawing files to serve the sale of old state-owned houses throughout the city.

To ensure the management and operation, the Department of Construction of Ho Chi Minh City proposes the People’s Committee of Ho Chi Minh City to consider issuing regulations on the management and exploitation of housing and land funds under state ownership entrusted to the Housing Management and Construction Appraisal Center for reception and management.

At the same time, the Department of Construction suggests the People’s Committee of Ho Chi Minh City to provide directions on the temporary management and exploitation of houses and land allocated to organizations that function as lessees. Including guidelines for determining the rental price for this housing and land fund and the management and use of the revenue from leasing activities.

Meanwhile, to quickly serve the compensation projects for land clearance, the Department of Natural Resources and Environment believes that for old apartment buildings, the Department of Construction should recommend to the People’s Committee of Ho Chi Minh City to expedite the procedures in order to ensure that by April or May there will be a resettlement housing fund available to arrange for affected households.

Ho Chi Minh City has 721 social housing units in 7 apartment buildings; 69 units are public housing. In addition, the Housing Management and Construction Appraisal Center is receiving and managing 36 unused properties (administered under Decree 167/2017 and Decree 67/2021).
