New Update: Salary Policy Implementation Progress Information from 1/7 – Internal Affairs Department

The Ministry of Interior has announced that there will be more than 10 circulars to guide the implementation of the new salary policy.

At the regular Government press conference on March 2, Ms. Nguyen Bich Thu, Deputy Director General of the Wage Department (Ministry of Home Affairs), provided information on the new wage policy, which will be implemented from July 1, 2024.

    

According to Ms. Thu, implementing Resolution 27 of the 7th Central Committee of the 12th term on reforming wage policies for officials, civil servants, public employees, armed forces, and workers in enterprises; based on the conclusions of the 8th Central Committee of the 13th term, the Resolution of the 15th National Assembly, the Prime Minister has issued a decision and a plan for the implementation of wage policy reforms for these subjects.

    

This plan clearly defines specific tasks, specific content, and clear allocation of responsibilities for ministries, agencies, and localities to best implement the objectives of the resolution and ensure progress as required.

In this plan, the Ministry of Home Affairs is assigned as the standing agency of the State Administrative Reform Steering Committee, so it leads and consults on some tasks:

    

First, it prepares a report to the Political Bureau on specific contents of the new wage regime and also needs to be aware of the impacts of wage policy reforms on social insurance policies, preferential allowances for people with meritorious services, and social subsidies.

    

Second, after receiving the opinions of the Political Bureau, it must draft a decree on the new wage regime for officials, civil servants, public employees, and the armed forces. After that, in the following years, adjustment decrees on the wage regime must also be drafted in accordance with Conclusion 64.

    

Another task is to coordinate with relevant agencies in drafting normative documents for the implementation of the new wage regime.

    

Currently, in the task of preparing a report to the Political Bureau, the Ministry of Home Affairs is completing the dossier to submit to competent levels before submitting it to the Political Bureau for opinions.

    

Once the Political Bureau provides opinions, this will be the basis for the Party’s agencies, the National Assembly, and the Government to issue documents.

    

Specifically, the Government will issue a decree on the wage regime for officials, civil servants, public employees, and the armed forces; the National Assembly will have a resolution from the Standing Committee of the National Assembly on the new wage regime for officials, civil servants, and public employees of the bodies of the National Assembly, provincial and district-level People’s Councils, courts, public prosecutor’s offices, and state audit agencies. The Secretariat will have a decision on the new wage regime for officials, civil servants, and public employees of Party agencies, the Vietnam Fatherland Front and political-social organizations.

    

At the same time, there will be more than 10 circulars to guide the implementation. The Ministry of Home Affairs is making every effort to ensure progress according to the plan issued by the Prime Minister.
