EVNGENCO3 to prepare for the peak power generation in the 2024 dry season

Amidst the sweltering heat and prolonged drought, the demand for electricity during the dry season (May to July) is projected to soar by an unprecedented margin (up to 13%, significantly surpassing the planned 96%). Notably, the Northern region anticipates a record-breaking 17% surge compared to the corresponding period in 2023. In response, Power Generation Corporation 3 (EVNGENCO3) has meticulously implemented comprehensive measures to seamlessly meet the mobilization requirements of the National Power System, ensuring the safe, stable, and reliable supply of electricity throughout the peak dry season months of 2024.

Ensuring Fuel Supply and Unit Availability

To ensure that power plants are ready to operate at maximum capacity during the dry season peak, EVNGENCO3’s units have planned and implemented synchronized solutions for fuel (coal, oil, gas, etc.), and prepared sufficient materials and supplies for operation and maintenance. This is to enhance availability, ensure reliable operation, and absolute safety of units in fulfilling their power generation and supply missions.

Currently, the coal inventory of Vinh Tan 2 Thermal Power Plant has exceeded the dry season peak inventory quota

For Vinh Tan 2 and Mong Duong 1, Ninh Binh Thermal Power Plants, EVNGENCO3 and its units have coordinated with coal suppliers to meet the plants’ demands, ensuring sufficient fuel for stable power generation in high load situations, and maintaining coal inventory levels higher than the quota. Phu My and Ba Ria Thermal Power Plants are also ready to operate according to the optimal gas source plan and prepare reserve DO fuel as prescribed to meet the demand when mobilized.

In terms of maintenance and repair, since the end of 2023, the power plants have taken the initiative to coordinate with EPS Company to plan, procure materials, equipment, spare and replacement parts; strive to complete major overhauls, renovations, and periodic maintenance while increasing remote monitoring of operating parameters in real-time (RMS), implementing reliability enhancement solutions (RCM), and carrying out the remediation and handling of existing equipment abnormalities in all systems.

Power generation units are focused on enhancing the quality of operation and technical management, arranging reasonable shifts for operation and maintenance, increasing technical and C&I personnel, and on-site maintenance to provide timely support. Organizing training, conducting drills to handle situations, enhancing direct inspections and monitoring at units, and coordinating with maintenance forces to inspect, detect, and promptly and thoroughly handle equipment abnormalities. At the same time, units organize training and inspections for occupational safety and labor hygiene, and the fire prevention and fighting system with the aim of ensuring readiness to effectively respond to potential fire and explosion situations.

Reservoir Regulation and Ensuring Downstream Water Supply

Due to the effects of El Nino, water levels in hydroelectric reservoirs are low. Buon Kuop Hydropower Company has actively engaged in discussions and coordinated with local authorities, the National Load Dispatch Center to develop optimal reservoir regulation and exploitation plans; and organized a conference on coordinating the regulation of the Buon Tua Srah Hydropower Reservoir to ensure production, downstream livelihoods, and electricity supply during the 2024 dry season. It has also coordinated proactively with Dak Lak and Dak Nong provinces to survey 20 downstream pumping stations to calculate operating plans for the 2024 dry season and beyond.

Buon Tua Srah Hydropower Plant operates to balance downstream water regulation and water retention to ensure electricity supply during the dry season peak.

Buon Kuop Hydropower Company informs local governments and households in the downstream area and irrigation stations about the operating plans of the plants and before each operation to allow people to take water proactively for production and daily life. In addition, hydropower plants also discharge water to maintain environmental flows as prescribed to serve regular farming and daily activities. The company has completed maintenance and repair work on 5/6 units, ensuring unit availability and readiness to meet mobilization during the dry season peak in particular and throughout 2024 in general.

The hydropower plants of EVNGENCO3’s affiliated companies (Vinh Son – Song Hinh Hydropower Joint Stock Company, Se San 3A Power Development Joint Stock Company, Thac Ba Hydropower Joint Stock Company) are currently following the A0 operating method, effectively regulating water supply for downstream areas, and striving for electricity generation during the dry season peak.

In the first quarter of 2024, the parent company of EVNGENCO3 had an output of 5.844 billion kWh, reaching 130.43% of the plan. It is expected that in the coming period, especially during the dry season peak, the demand for electricity will increase due to hot weather. EVNGENCO3’s power plants will be mobilized at high capacity to ensure electricity supply. EVNGENCO3 continues to step up its heat rate reduction program and enhance unit reliability while ensuring the environment around power plants.
