HCMC Aims to Rank in the Top 5 Localities Nationwide for Attracting Talents

Ho Chi Minh City aims to become a leading destination for talent acquisition and development. Any acts that hinder or suppress talent will be dealt with severely.

The chairman of the Ho Chi Minh City People’s Committee, Phan Van Mai, has just signed a decision promulgating the Implementation Plan for the Prime Minister’s Decision 899/2023 approving the National Strategy on attracting and employing talented individuals by 2030, with a vision to 2050 in the city.

HCMC aims to be among the top 5 localities nationwide in attracting talent

Accordingly, the goal of the plan is to synchronously and effectively implement policies to honor and develop the capacity of talented individuals. Create a breakthrough in attracting and developing high-quality human resources for key industries and fields, industries with high technology content, and high added value, meeting the requirements of the city’s socio-economic development from now until 2030, with a vision to 2050 in accordance with the Resolution of the City Party Congress.

At the same time, contribute to making HCMC one of the leading localities in gathering and developing talent.

HCMC will be one of the top 5 localities in the country in terms of indicators for attracting and developing talent. To achieve the above goals, the HCMC People’s Committee has set out 11 groups of tasks and solutions.

Timely implementing the regulations of the Central Government on attracting and employing talented individuals, together with promoting the implementation of the pilot mechanism, specific policies for the development of HCMC according to Resolution 98/2023 of the National Assembly, ensuring unity, synchronization, and maximizing the effectiveness of mechanisms and attraction policies… is an important content in the plan.

Specifically, in 2025, at least 10% of the total number of new recruits will be attracted to work in state agencies, organizations, and units.

By 2030, with a vision to 2050, the proportion of talent attracted to work in state agencies, organizations, and units will be maintained at not less than 20% of the total number of new recruits each year.

Striving to achieve 100% of the talented individuals (recognized) continue to work after 5 years of being attracted and employed in state agencies, organizations, and units.

The rate of talented individuals trained and fostered in the field of science and technology will reach 30% in 2025; reach 60% in 2030 to reach 100% in 2050.

Along with changing its mindset, HCMC will build and perfect the system of institutions and policies to attract and honor talented individuals.

At the same time, encourage and discover, nominate talented individuals; improve the quality, create breakthroughs in training and fostering talent; improve the quality of the leadership team at all levels in discovering, attracting, and employing talent; build a fair and professional working environment; civilized and modern living environment; promote information and propaganda about attracting and employing talented individuals…

From 2024 onwards, HCMC will reward individuals and organizations with achievements in nominating, attracting, training, and honoring talented individuals; strictly handle acts of obstructing and suppressing talent.
