Four cities to make up the ‘Roof of the South’ in one of Vietnam’s most populous provinces

Tay Ninh Province covers an area of 4,041km2 and consists of 9 districts, towns, and cities. It is one of the two provinces in the South Central Coast region with high mountains. The highest mountain in the province is Ba Den, reaching 986m in height, and it is known as the “roof of the South Central Coast”. Tay Ninh is located between Ho Chi Minh City and Phnom Penh, Cambodia, and is one of the provinces in the Southern Key Economic Zone.

According to the province’s 2021-2030 planning period, with a vision towards 2050, approved by the Prime Minister, Tay Ninh aims to become a dynamic and civilized locality with a good living environment that adapts well to climate change and becomes an attractive place to live. The industry and tourism sectors are the main drivers of growth, linked with the development of new areas, making Tay Ninh one of the industrial and tourism centers in the Southeast region and the country as a whole.

By 2050, Tay Ninh aims to become a province with a developed economy based on clean industry and high-tech agriculture, and a developed trading and tourism sector, serving as an international commercial gateway for the Southeast region and the country.

Notably, besides Tay Ninh City, there will be three additional cities within the province by the period of 2026-2030. Specifically, Hoa Thanh Town, Trang Bang Town, and Go Dau District will be upgraded to cities. Go Dau District is expected to be upgraded to a town between 2024-2025, and then to a city between 2026-2030.

In addition, Ben Cau District and Minh Chau District will be developed into towns, along with Chau Thanh District, Tan Chau District, and Tan Bien District.

According to this plan, Tay Ninh will have four cities, two towns, and three districts. If this planning becomes a reality, Tay Ninh will become one of the provinces with the most cities in Vietnam.

Currently, the two provinces with the most cities in Vietnam are Quang Ninh and Binh Duong, with four cities each. Following them are Thai Nguyen, Dong Thap, and Kien Giang provinces with three cities each. In the future, Quang Ninh is projected to have a total of seven cities, and Binh Duong is about to have its fifth city. Thai Nguyen, Dong Thap, and Kien Giang are not expected to have any additional new cities.

The province with the largest industrial zone in the country

In 2023, Tay Ninh’s economy continued to recover from the pandemic, with a growth rate of 6.12% – higher than the national average (national GRDP growth rate of 5%), ranking second in the Southeast region.

The value of production in the agriculture, industry, trade, and service sectors increased compared to the same period. Tourism continued to be a bright spot, with increases in both revenue and the number of tourists (an increase of 36.5% compared to the same period, exceeding the threshold of 2,000 billion VND for the first time. The number of tourists reached over 5.1 million, an increase of 13.2% compared to the same period).

Exports remained at a favorable level, reaching 5.7 billion USD, ranking 13th out of 63 provinces and cities. Foreign investment attraction increased by 8.5%, reaching 751 million USD, ranking among the top 15 provinces and cities with high foreign investment attraction. Tay Ninh’s disbursement of investment capital also ranked among the top 10 provinces and cities with a high disbursement rate.

In 2023, the province had only 547 poor households, accounting for 0.17% of the total number of households (a decrease of 490 poor households, a reduction rate of 0.15% compared to 2022); and 1,620 near-poor households, accounting for 0.5% of the total number of households (a decrease of 842 households, a reduction rate of 0.27% compared to 2022). Thus, for 5 consecutive years, Tay Ninh has been among the top 10 provinces and cities with the lowest poverty rates in the country.

Notably, Tay Ninh is also the province that owns the largest Phuoc Dong Industrial Zone – the largest industrial zone in Vietnam at present, covering an area of ​​2,190 hectares. This industrial zone is located within a complex of 3,285 hectares, situated in Go Dau and Trang Bang districts. Phuoc Dong Complex has a strategic location, close to the route to the Ho Chi Minh City – Moc Bai Expressway; Thanh Phuoc inland port, and Moc Bai international border gate. Therefore, Phuoc Dong has advantages in road and inland waterway transportation to Ho Chi Minh City as well as markets in neighboring countries such as Cambodia, Thailand.

In 2024, the province strives for a total production value increase of 7% or more. The per capita GRDP (at current prices) is expected to reach 4,250 USD. State budget revenue in the province is targeted to reach 11,100 billion VND. The poverty rate is expected to decrease by 0.03% – 0.046% (equivalent to 100 to 150 households).

In terms of the development of industrial parks, export processing zones, the province plans to implement phase 3 of the Phuoc Dong Industrial Zone, accelerate the progress of infrastructure investment in the Hiep Thanh Industrial Zone, Tan Phu Industrial Cluster, and Tan Hoi 2 Industrial Cluster.
