Uncovering a Massive Motorbike Theft Ring: 300 Bikes Recovered, Bound for Cambodia

The authorities have widened their net in the ongoing investigation into a sophisticated motorcycle theft ring, operating across provincial and international borders. With almost 300 bikes recovered and the recent arrest of two masterminds, the police have made significant inroads into dismantling this illicit network.

On August 7, the Criminal Police Department of Nghe An Provincial Public Security provided information that two masterminds and ringleaders of a cross-provincial and transnational motorcycle theft and consumption ring had been apprehended.

The two suspects, Nguyen Van Cuong and Le Dinh Giang, at the time of their arrest.

On July 25, 2024, in Ha Dinh ward, Thanh Xuan district, Hanoi, the Criminal Police Department of Nghe An Provincial Public Security, in coordination with the Criminal Police Department of Hanoi Municipal Public Security, arrested two individuals, Nguyen Van Cuong (born 1987), residing in Thanh Chuong district, Nghe An province, and Le Dinh Giang (born 1989), residing in Cam Thuy district, Thanh Hoa province, for theft.

The confiscated items included: four lock-picking kits, six mobile phones, and two GPS trackers installed on motorcycles to prevent victims from locating the stolen vehicles.

Hundreds of motorcycles were recovered by the police.

Cuong and Giang are notorious repeat offenders, each with four prior convictions for theft. They were also the masterminds behind the theft of dozens of motorcycles in Hanoi, orchestrated by Ly Nhat Quy Cuong. After learning of their accomplices’ arrests, the two suspects quickly changed their residences, phone numbers, and deleted their social media and bank accounts to evade capture.

Previously, from May 29 to June 9, 2024, the Criminal Police Department of Nghe An Provincial Public Security, in collaboration with the public security forces of various provinces and cities, the Ha Tien Border Gate Border Guard Station, and the professional units of the provincial public security and the districts of Do Luong, Nghi Loc, Dien Chau, and Nam Dan in Nghe An, busted a cross-provincial and transnational motorcycle theft and consumption ring. Twelve individuals involved in the theft and consumption of stolen property were arrested, with Ly Nhat Quy Cuong (born 1998, residing in Tran De district, Soc Trang province) identified as the ringleader. The gang had stolen nearly 300 motorcycles from multiple locations.

The police seized 75 motorcycles of various types, two trucks, five lock-picking devices, 25 mobile phones, two laptops, three notebooks, and numerous other related items. Notably, the vehicles confiscated by the police were assembled just 150 meters from the Vietnam-Cambodia border and were about to be transported through a small border gate in Ha Tien district, Kien Giang province, to Cambodia for consumption.

The case is currently under further investigation by the Criminal Police Department of Nghe An Provincial Public Security.
