
Traffic congestion on the HCMC-Long Thanh-Dau Giay Expressway
Regarding the routes connecting to Long Thanh International Airport, the Standing Committee of the Dong Nai Provincial Party Committee has reported and proposed a series of contents to the National Assembly.
Specifically, the Bien Hoa – Vung Tau Expressway Phase 1 project was approved by the National Assembly for investment with a total investment of VND 17,829 billion (site clearance cost: 50% central budget, 50% local budget; construction cost: 100% central budget).
During the implementation process, the project has incurred additional site clearance costs of VND 1,469 billion and construction costs of VND 964 billion in Dong Nai province.
Dong Nai Province proposes that the National Assembly consider adjusting the increase in site clearance compensation costs for the province to VND 734.5 billion (the provincial budget will supplement the remaining 50%) and adjusting the increase in construction and other costs of about VND 964 billion from the central budget sources.

Dong Nai proposes a series of contents related to the routes connecting Long Thanh Airport with Ho Chi Minh City
For the Ring Road 4 – Ho Chi Minh City project, which passes through Dong Nai province, the Prime Minister has assigned Dong Nai as the competent authority. The province has completed the dossier and is currently submitting it for appraisal and approval, with a total investment of VND 19,151 billion.
Due to the limited provincial budget, Dong Nai Province proposes that the National Assembly consider allocating the central budget to invest in the Ring Road 4 – Ho Chi Minh City project, with a cost of VND 4,602 billion, accounting for 50%, while the local budget will provide the remaining 50%. The remaining investment will be in the form of a PPP to ensure payback time.
Regarding the HCMC-Long Thanh-Dau Giay Expressway, this route is currently prone to traffic congestion. To promptly address this issue and meet the travel demand in the near future when Long Thanh Airport becomes operational, Dong Nai Province proposes that the National Assembly direct the urgent expansion of this route to 10 lanes from Ho Chi Minh City to the intersection with the Bien Hoa – Vung Tau Expressway.
Dong Nai Province also proposes that the National Assembly direct the early investment in the railway system to ensure synchronization and meet the travel demand when Long Thanh Airport becomes operational.
Specifically, the railway system connecting to Long Thanh Airport includes three routes: the North-South high-speed railway; the Thu Thiem – Long Thanh Airport light rail; and the Bien Hoa – Vung Tau railway, which will serve the transportation of goods from industrial parks, the eastern region’s central warehouse to Long Thanh Airport, and the Group V seaport system in Long Thanh and Nhon Trach districts and the Thi Vai – Cai Mep port area.
Recently, during an inspection of the progress of Long Thanh Airport, Mr. Tran Thanh Man, Chairman of the National Assembly, emphasized that the construction time is not long. He requested that the investor and contractors regularly update the progress of related packages to ensure the connectivity and synchronization of the project, especially auxiliary works and transportation connections between Long Thanh Airport and Ho Chi Minh City and other localities. The Chairman of the National Assembly noted that we should not let Long Thanh Airport operate without connecting roads, as this would be inefficient.
Over $18 trillion roads in Binh Duong will feature two rest stops
In addition to calculating land use adjustments, Binh Duong province is planning to acquire additional land to build two rest stops along the Ho Chi Minh City Ring Road 4. The project has a total investment capital of over 18,000 billion VND for the section passing through Binh Duong province.
