The Ha Noi People’s Committee has recently approved the Soc Son Urban Subdivision Plan, Zone 3, at a scale of 1/2000 in Phu Linh, Tien Duoc, Tan Minh, Xuan Giang, Duc Hoa, Dong Xuan, Kim Lu, and Soc Son town (Soc Son district).

The Soc Son Zone 3 urban planning (Hanoi) covers an area of approximately 1,424 hectares.

This plan aims to concretize the Master Plan for the Construction of the Capital, the Master Plan for the Construction of Soc Son District, and the Master Plan for the Soc Son Satellite City, which have all been approved. It also takes into account the orientation of the adjusted Master Plan for the Capital until 2045, with a vision towards 2065.

The planning provides a legal basis for land management and utilization, identifies construction investment projects, and facilitates the formulation of detailed plans. It also proposes a list of strategic investment programs and projects, controls urban development, and provides for urban management.

The planned area for the Soc Son Zone 3 urban subdivision is approximately 1,424 hectares, with an expected population of 46,210 by 2030.

The planning boundary is as follows: to the north, it borders the road to Soc Temple; to the south, it is adjacent to the new route of Road 18; to the west, it is bordered by the protection corridor and the Hanoi-Thai Nguyen railway; and to the east, it is bordered by a 40-meter-wide urban road.

The Soc Son Zone 3 subdivision is divided into two planning areas (comprising 16 planning blocks) to control development and traffic flow.

Specifically, Zone III.1 (246.5 hectares) consists of two planning blocks, III.1-1 and III.1-2, which are designated as eco-urban areas with enhanced greenery and water bodies. Block III.1-1 is envisioned as a regional sports, entertainment, and recreation center (horse racing track), while Block III.1-2 will be a new residential area with a comprehensive social infrastructure system, along with commercial and service functions to support the horse racing track and the wider area.

Zone III.2 (1,169.85 hectares) comprises 14 planning blocks, from III.2-1 to III.2-14, and will be a complex of healthcare, cultural, and educational facilities, along with urban public services. It will also feature a multi-modal transport hub, commercial and service areas, offices, and hotels, connecting to the Da Phuc station. The zone will develop social infrastructure and expand new residential areas around existing villages, completing independent residential groups and units.

The Ha Noi People’s Committee has entrusted the Soc Son District People’s Committee to coordinate with the Hanoi Institute for Planning and Architecture and the Hanoi Department of Planning and Architecture to publicly announce the approved planning contents to relevant organizations, agencies, and the public.

At the beginning of 2024, the Soc Son District People’s Committee organized a consultation on the 1/500 detailed planning of the Soc Son Multi-functional Entertainment and Horse Racing Complex in Tan Minh, Phu Linh, and Soc Son town. The project is expected to attract an investment of approximately USD 420 million, creating direct employment for about 5,000 workers and attracting about 25,000 workers in other business and service fields.
